Not much is known about the origin of Hurricane before he joined the Dark Riders. It is known he is a mutant and willingly serves Apocalypse.
Hurricane was created by Jeph Loeb and Steve Skroce and first appeared in Cable Volume 1 issue 17 (1994).
Major Story Arcs
Versus Cable and the X-Men
Alongside the other new Dark Riders, Hurricane hunted down those they found unworthy, including Foxbat and Caliban. They were successful in killing Foxbat, but during their skirmish with Caliban, they encountered the X-Men. Hurricane wanted to prove himself as the better wind-controller, and immediately targeted Storm. However, he was defeated, and fled with the other Dark Riders. Later, he created a massive sandstorm with his mutant abilities, but it was stopped by Storm. Gauntlet was unimpressed by Hurricane's failures, and attempted to kill him. The X-Men ambushed the Dark Riders before he was able to shoot his teammate, and Hurricane was later forgiven, staying with the Riders.
Hurricane and his teammates Lifeforce and Spyne were eventually sent to break Cyber out of prison. They captured him and brought him back to their leader, Genesis. Upon learning that he was going to be sacrificed, Cyber battled the Dark Riders, but Hurricane's winds were able to hold him off.
They later captured Wolverine and attempted to revive Apocalypse. However, their plan failed when Wolverine rejected Cyber's adamantium, and in the ensuing explosion, Hurricane was killed by the shrapnel of adamantium.
Hurricane, Deadbolt, and Spyne--the mutant members of the Dark Riders--were collectively resurrected via the Techno-organic virus and the Hellfire Club's former Black Queen Selene's mysticism. The revived mutants are mind-controlled into attacking Emma Frost, the X-Men, and the Hellfire Club as an act of revenge against all those who stood in her way of her becoming a goddess. The former Dark Riders fought alongside one another against the X-Men's Dazzler and Psylocke.
