As for this fight - perhaps worth noting that Banner had implanted a device in his brain that enabled him to control his transformation into the Hulk and apparently dial back his rage:

So its possible Hulk wasnt at his best here...
The only problem with this explanation is that Banner wasn't throttling back Hulk when he fought Sun God. The Savage Hulk personality and temperament seemed to take over and there's no way Banner would say "Hulk not force of nature!" of his own accord. The device wasn't in full play here as Banner wasn't speaking in full sentences.
As @slimj87d pointed out the point isnt that Hulk was definitely impaired in this scene - its that the brain implant and what little we know about how it works raises the possibility that he was. Hulk was angry in this scene but its possible that he would have been angrier and stronger in normal circumstances. Theres nothing about "throttle back" that implies its an on/off switch between a rational Banner controlled Hulk and a completely unrestrained Savage Hulk - quite the opposite in fact.
It may turn out that the device doesnt quite function like this or that it was not in effect at this point. But at this point it does raise an element of uncertainty.

The Answer for this question is Indestructible Hulk. The one during Waid's run. Thing is, Sungod did not beat the Hulk. As always there is context left out. Those are times when Bruce joined Illuminati to destroy every other Earth in the Multiverse to save their own. While they were doing it they encountered the planet Earth who has all those same heroes. However, their version of Banner had some drugs he injects himself with to make Hulk way weaker so less dangerous as he can't control him. Our Banner, knowing how this version of the Hulk (Indestructible one) can't be held back like Savage Hulk can. So he took those drugd from that reality's version of Banner and our Banner injected himself with those drugs to make Hulk weaker Avengers vol 5 #28.
I mean look at him, at some places he has green skin and everywhere else he either has human color skin or grey skin. In the end Sungod defeated the Hulk who is way weaker so he could easily be taken down when his rage tales over. And he was still strong enough to give Sungod a piece of him.
All in all, the only Marvel's Superman who is above the Hulk is Sentry and Sentry would lose to World Breaker Hulk unless it is Death Seed version. Overall Sungod is just another Superman ripoff weaker than Hulk.

New Avengers vol.3 #19 was published 1 month after Avengers vol.5 #28 and it was in the former issue where Banner explicitly claimed he created the serum as well as explaining what it does. The juice he's injecting himself with in Avengers vol.5 #28 is not the same as the one he used back in New Avengers, considering it allowed him to stop Hulk's transformation whereas the serum he used against Sun God allowed him to restrain Hulk from turning green, ergo, having more control over Hulk. As always, it's better to cite the source material as it is: Context Files: Hulk Vol.2.

I didn't mention Sun God. Regardless, Sun God barely has any relevant appearance so I don't know what's all the fuss about.

But Sun God did one shot'd Hulk, it was pretty damn clear he did in the issue. The only thing that needs to be clear is that Hulk was grey and probably on a weaker end considering all the context behind Hulk in that fight.
@ghostravage: I know which is the context left out. People are using that as an argument. Look at this thread, most people are not aware of the fact that Hulk was weakened.
