Harvey and his partner Pete Ford are police officers who use Surrogates on the job. Unlike his partner, Harvey believes that Surrogates are only useful to protect them in the line of duty. Harvey's Surrogate is later put out of commission by the mysterious Steeplejack and when he has to continue the investigation in person he begins to doubt whether Surrogates are even a good idea anymore.
Throughout the investigation he tries to convince his wife to unhook from her Surrogate to spend physical time with each other, but she is unable to come to terms with the imperfection of real life.
