Does Galactus or Timelords have the intellectual capacity and technology to reproduce the Green Lantern rings?

Could other races also reverse engineer it like Time lords from Doctor Who or Galactus?

@ganstaz003: I mean it is later explained that Hal was able to forge one because he is becoming pure willpower or something. Still it was said that only the Guardians knew how and there goes Hal making a ring. The Guardians aren't that special when it comes to tech or power so I think Galactus would be able to create a device if the emotional spectrum was a thing in Marvel. No idea about the timelords though.
