I Think Tony Bedard REALLY Likes Miscommunication
The Good: SInestro and Kyle's fight is spectacular for a fight between 2 guys without their rings, and the setting of halloween with people thinking they're in costumes for fun? Brilliant. And the banter is excellent.
The Weaponer's backstory is really interesting. It's always an intriguing when you see the other side of an epic battle. Sure the Anti-Monitor was a being a pure evil and chaos, but he was a strangely benevolent god to the people of Qward. And with him gone?
Hannu's lines are great.
Qward makes a fantastic scenery that really emphasizes the steampunk feel oozing from this story. Kirkham's art only increases this aspect. It all works amazingly well.
The Bad: I'm feeling a lot of repeats of what I said in the last arc. The Weaponer is almost an honorable foe, and if they left well enough alone, The Weaponer would possibly kill Sinestro, and everyone would be happier. Sure he said he'd kill Soranik if he thought it would hurt Sinestro enough, but wouldn't it hurt him more if he saved her, she seemed to turn to his side finally, and then turned on him and revealed she was working with The Weaponer and they kill him? I'm sure he'd come to that conclusion at some point, and basically, if Kyle and the others didn't get involved, maybe they'd all be better off.
It was mentioned last issue, but I didn't see it until now. Kirkham seems to love huge full page and double page spreads that aren't always necessary. Thus it shortens the issue a bit and makes you feel a bit cheated.

Overall things are still looking A LOT better than Revolt of the Alpha Lanterns, but there's a few indicators things might be heading in a similar direction. Granted I don't think it'll sink that low, and otherwise this is a great issue that makes me not regret sticking with Green Lantern Corps after Revolt took such a nose dive. It has this sort of steampunk feel to it and that's great. Kirkham's art is awesome, he just needs to recognize that splash pages need to be reserved for more sparingly usage.
