Red Hood captures Speedy, and Green Arrow and Batman realize they had been set-up. They find clues leading to Mia's location. Meanwhile, Red Hood fights with Speedy at her school gym, while telling her how much they are alike. Batman and Green Arrow arrive to the school just as the gym blows up. But, Speedy is alright, she says she escaped... or maybe Jason let her go.
Back in the mayor's office Tuckman tells Ollie that Nucocerdo has released information that Ollie funded the Outsiders, who are considered a terrorist group.
