"Trade-Offs"
The story opens with the Oktober Guard making a covert insertion onto Cobra Island with a secret mission. While Colonel Brekhov, Daina, and Horrorshow make it ashore, Shrage and Stormavik have their boat sabotaged by the Joes who are also on a secret mission.
On the other end of Cobra Island Fred VII, the false Cobra Commander, is holding a pep rally to try to boost moral after a failed mission. After Fred makes a speech to the troops he and the Baroness step out of the spotlight and Fred removes his mask. Unbeknownst to him Serpentor and Dr. Mindbender are looking on and confirm their suspicion that Fred is not the real Cobra Commander.
The Oktober Guard, as they trudge across the swamps of Cobra Island, encounter the Croc-Master and have a confrontation with his crocodiles. They easily handle the reptiles and move on to their mission objective, kidnap Cobra Commander. The Joes, who had come ashore and followed the Guard after capturing their compatriots, see that the Guard are actually on the exact same mission as themselves. They decide to let the Guard do all the heavy lifting and snatch the Commander at the last second.
After the Oktober Guard grab the Commander and start making their exit they, and the two Joes following them,
are spotted by a group of HISS Tanks. The two teams call a temporary truce and run for the Cobra shipyard. The Guard steal a Mamba and the Joes steal a small watercraft and both run for their respective ships.
What the Guard didn't realize though, was that Serpentor and MIndbender had swapped Fred VII and a B.A.T. in the hopes of having control over their own version of Cobra Commander. When they realize that they can't use the B.A.T. in disguise they set it to rampage and it destroys the Guards Mamba but they manage to crashland close to their sub.
The two teams are able to get away safely but their missions are both technically failures.
And the Adventure Continues...
After the end of the "Trade-offs" story the past year of G.I.Joe storyline is condensed into a couple of pages with comic panels and explanation paragraphs. This is followed by a cover compilation showing you the past twelve comic covers (Issues 57-68).
"Bystander"
The last seven pages of the issue are a short story of Snake-Eyes and Scarlett stopping at a gas station where a hold up begins. Scarlett is in the store getting some supplies while Snake-Eyes is a witness to the robbery, he subsequently beats up the criminals, makes his escape and he and Scarlett drive off into the sunset.
