Are Scarlet Witch and Quicksilver still considered X-men characters?
I consider them mutants who are more heavily implicated as Avengers (not X-Men), Magneto's foster children (not X-Men) and somewhat the product of the High Evolutionary (not X-Men).
Until they really become frequent members of the X-Men (I don't really consider Fox Quicksilver an X-Man), they're definitely more Avengers than any X-Men team.

They are kind of "miracles" like in the MCU, something to do with the high evolutionary if i remember correctly. No longer the children of Erik, for it was rebooted.
Well.. In all fairness, the twins had a decent role on X-men Evolution and Wolverine and the X-men. And as someone said, Quicksilver has been on X-teams before with his sister Polaris.
With that said, there are mutants that have nothing to do with the X-men like Typhoid Mary and Molly Hayes. Do the Twins fit more of that mold?

Quicksilver yes to an extent but Wanda hasn't been one for a long time (not counting non comic media)
I’ve always considered quicksilver an x-men character and scarlet witch an avengers character.
Interesting. I always considered Wanda an X-men character because of the shows. But after reading comics.. she's really only appears in the X-men stories to cause trouble.
I've completely written them out of X-Men. What if Northstar and Aurora were his real kids? Anybody?
They still hold strong ties to the X-Men universe but they aren't X-Men themselves. To be honest I always considered them sell-outs. They always seemed at their best when their mutant-ness was on display and with the Avengers that sometimes fades. Especially recently, with the stupid retcon to match the movies. And the MCU versions aren't great anyways.
