Dear Earthlings,
My name is Aizen, I am an alien, an outsider. As an outsider, I have seen this world for what it really is, chaotic. I believe in humans, I believe you a strong and creative and powerful I do, but there are some of you who endanger, who threaten people like me: The Outsiders. So this is a word to each one of you, myself and others have founded a place away from normal civilization, a place away from each of your boundaries, but still on Earth. I let you know now, we are our own nation. New Arcania, I invite fellow outsiders and even some peaceful earthlings to come, but everyone listening understand, we are own nation, we are own people, we are own brothers and sisters. You cross us or our boundaries without consent we will bring vengeance, pain, and regret. We will be peaceful as long as you are.
NEW ARCANIA
Is a new island In the Pacific Ocean close to the United States of America, it's latitude matching that of California. Created for the very reason Aizen stated it’s basically a nation for the outsiders, the aliens, the heroes, and peacekeepers.
Government:
New Arcania is basically run by a council of 4. Any problems or events have to be solved by a 3/4ths approval. Each of the 4 council members has equal power, but Aizen is referred as the face, even sometimes referred to as Prince.
Aizen: Aizen was once the Prince of Arcania, but when his father made him choose between ruling and the people of Arcania, he was cast away (his father ashamed and threatened to do away with him) He came across Earth surprisingly and studied it's people. When observing it, he saw the people were half chaotic and half good and it risked several lives of Aliens just like him. That is why he built/founded New Arcania.

There is room for one more Council member. preferably Alien.
Buildings: Since New Arcania is a new nation with very little people in it, there is not much buildings.
Arcania Hall this building is where big nation problems or trials are held. If the nation wants to discuss something as a whole this would be the very place. Everyone is allowed to come and share their opinion. This is also where the Council holds their meetings, in a separate room. Arcania Hall is the farthest building north in New Arcania.
National Bank: This is the National Bank of New Arcania simple and very well secured. People are allowed to enter from 6am to 9pm every day of the week.
There are several restaurants and thrift shops distributed throughout the little nation.
