Justice Island

Simply, an island prison for super-villains and general threats to society funded by several worldwide governments and run by Judge Kosokov and his subordinates. It is divided into several levels, each going deeper than the last and each supporting its own fair share of criminals based on their power and threat level. It is located in the middle of the Pacific Ocean and reaches down to the bottom of the ocean floor. All super-powered criminals are locked in special handcuffs that completely deprive them of their powers for as long as they wear them. Each inmate is sent to an isolation cube where they are locked into place and monitored constantly.

1. Level Zero - at sea level and functions as the meeting room for most of the guards as well as an inspection hall for the incoming prisoners.
2. Level One - closest to the surface of the ocean and reserved for crimes deemed 'petty' by comparison of the other levels. Those villains who abuse their powers for theft and simple murder are sent here.
3. Level Two - the third level of Justice Island is reserved for repeat offenders, criminals who have had records of violence before and during their stay within the walls of Justice Island. Here, inmates are monitored by armed sentry guns instead of cameras.
4. Level Three - the fourth level of Justice Island is reserved for superpowered villains with element-based powers. No information has been released as to how they are contained, but speculations range from simple cages to brain probes keeping them vegetative.
5. Level Four - Justice Island's fifth level is classified, apparently housing the necessary equipment to keep inmates with superhuman speed or invisibility.
6. Level Five - the sixth level of Justice Island is reserved for those villains with superhuman strength, durability, or any other amazing physical attribute. The sheer pressure around them at this level of the prison causes them to act sluggishly and lay around for hours on-end. This effectively breaks their will to even try to use their sapped powers.
7. Level Five and a Half - serving as a buffer zone between the other levels and the dreaded Level Six, Level Five and a Half is another level much like Level Zero. It is a screening chamber as well as a barracks for several battalions of armed guards, each absolutely necessary just in case a riot starts on Level Six.
8. Level Six - reserved for only the most heinous of villains and criminals, Level Six is shut in a state of total darkness. Those who enter here have committed crimes so diabolical that the government developed a need to erase them from the history of the world.

Adam sat, cross legged, in his iso-cube. He smiled, just a little, his power suppressing cuffs holding his hands. For some reason, they were long enough to let him rest his hands on his knees. He stared at the front of the cell, his mind working slowly, and deliberately, observing every inch of the front of his cell. "When's dinner?" He crowed out in a loud voice, making himself appear insane.

@Zanker: Let me kill a guard or two.

"You want something to eat? I'll let you bite down on this if you don't shut up!" Judge Kosokov cracked his baton against the bars of Adam's cell.

@_Judge_:"But, dear Judgy, I'm hungry!!!" He responded, in a loud high pitch, standing up and walking to the door, a smirk on his face.

Judge Kosokov presses a button on the wall next to Adam's cell, cranking the chain on his cuffs until he would be pinned to the floor like an upside-down turtle.

@_Judge_: Don't hate cause I look good with my shirt off

@_Judge_: Adam grinned as the chains wound in, trying to push against them. "So brave with your big machines, and your big weapons, Judgy. All because you know I'd kick your a$$ if we went mano a mano."

@_Judge_: The doors opened up to level one, Ash Walmer, intergalactic criminal, was bound in chains.

I could just stick you in the mess hall so they could grate cheese on those abs.

"Last time we went mano a mano, I put you in cuffs and dragged you here."

@Ash_Walmer:

"Hope you like solitary confinement, Ash." Judge Kosokov said, leading the bounty hunter down the Long Line to his cell. Screaming from the other cells accompany them on their march.

Judge Kosokov remained quiet and pointed Ash into his cell with his baton, shutting the door behind him.

"I already did. You're put up, now shut up." Judge Kosokov said before walking away to inspect the other cubes on Level One.

He waved the Judge goodbye. "See you later Judgy Wudgy! Remember, I want the steak for din dins!"

Boots stepped out onto the first level. They belonged to a man that was in all rights a mountain of well-defined muscle barely contained within his uniform. His eyes scanned the nearby area, immediately locating any potential threats. Satisfied that while there were threats, they were not immediate, nor something to concern himself with. He made his way to the nearest guard and stopped in front of him, clasping his hands behind his back. His shoulders were rigid, adding to the authoritative air he carried. "I request to meet with the man in charge here." He stated in a firm, harsh voice. He was questioned as to his identity, and he pulled the bulky metal badge from his belt and held it up. "Arbiter 034. Savatius Soltaheim. Sector 2814."

Before the guard could properly respond, Judge Kosokov appeared from behind the elevator doors leading down to Level Zero. He stepped onto the landing pad used exclusively for prisoner transports and other aircraft used by visitors to the island. A long silence barred the two as they locked eyes from behind the visors of their similar helmets. At length, it was Kosokov who spoke first.

"Welcome to Justice Island. I'm Judge Kosokov."

@_Judge_: The silence continued as Savatius sized him up. Even after he was done, his rigid posture remained. "Hello, Judge." He nodded, completely ignoring the guard next to him. "This place happened to come up on my radar. Decided I should pay it a visit."

@Zanker: (Its my character hehe can't help it. He is a vampire ya know)

Hmm. You know men do want what they can't have.

"Your...radar?" Judge Kosokov's face twitched quizzically, his granite-like skin adding definition to the intrigued frown he gave the newcomer.

Adam slammed his hand on the door of his cell loudly. "Hey! Fresh meat! You awake?"

@_Judge_: "I make it a point to keep informed on matters in law enforcement. My interest has been invested in Earth in particular, as of late. Naturally, a place like this is hard to miss." His own creased, grim visage didn't shift much the entire time he spoke. His voice still maintained the same harsh, rough tone to it that it had before. It was doubtful that he had any other tone of voice.
