Depends on how the "power" weighs against the cost. She's got no family, and nothing that would hamper her skills unless she could think of a way to finesse it with what she gained. Although maybe if the personal cost was Ashley...After struggling with the decision she'd probably pay it. Otherwise she's looking at a redemption arc, and who wants to see that?

Perhaps surprisingly, yes.
It happened before (or almost happened), when Abigail was going to fix Gothic.
She'd held the title Raysh al-Shaytan for a while and was starting to...not become comfortable (because there were a thousand knives at her back at all times), but she'd resigned herself to her fate and decided to carry the burden, because at least she could direct the League to use their abilities for good, where someone else would be selfish/harmful to the world. Confidence in herself was soaring. And it was time to fix the unfixable.
Vex was the mayor of Gothic at the time but was really ineffective and didn't really manage to accomplish anything. Abigail sought to put a change to that by giving the people of Gothic her protection, and that of the League of Shadows. A number of factors happened to align just right.
The plan was to befriend Ivana, or at least get her to be more agreeable, and then move. The plan, as she'd pitch it to Ivana, was that Satar is a danger to everyone in Gothic [who wouldn't bow to him], including the mutant communities. They were going to assault his stronghold with the combined forces of the League of Shadows and the mutant nation of Venezuela on multiple different fronts, and not just drive him out of the city, but eliminate his presence and influence altogether.
But this was only half true. Some of the League would be helping assault Black House, while others would be taking vital strategic points within the city. Securing important areas like the docks, retrieving things like records and information from city hall, and so on.
Abigail herself would arrange two meetings with the mayor. One prior to the attack, and another for during. In the first, she was going to nicely ask him to hand over control of the city so she could do what needed to be done to fix it. And when he refused (because why wouldn't he), she was going to see him again. On the night of the attack, which was going to be an empire claim. While Ivana and her forces were suffering major losses assaulting Satar, Abigail's forces would be relatively protected, and Abby herself was going to go back to see the Mayor. But this time she was going to tell him to hand over the city. And when he inevitably refused to meet her demand, she was going to beat his ass and take the city for herself. And begin to steer it toward a brighter future.
And as thanks for all her help, Ivana and anyone affiliated with her, the Court of Arcani, or the Shogunate of Venezuela, would be made complete outcasts. To prevent extremist mutant propaganda which would harm prospects for peaceful relations between humans and mutants both for Gothic or the world at large, anyone implicated would be put in prison and have extremely limited contact with any outsiders.
WYC agree to have an invasive documentary filmed about them in exchange for extreme wealth.
