Neon-Satanesque ritual shit is something you'd find plastered on James' business card. So would he use magic? No. Cause he's trained.
I think that our main issue here is that a character who is that powerful, regardless of their proclivities of when utilizing their powers and skills, makes any real action by our characters or situation that our characters end up in moot. You yourself claiming that James is Mister Surreal tier. Think of it is like having Superman tag along with a couple of FBI agents infiltrating the Illuminati, it makes our very involvement in the situation void due to the fact that your powers can serve as a get out of jail free card for pretty much any problem that would prove a severe challenge for our characters to overcome, if not a catalyst to end the situation in the blink of an eye. I'm not at all trying to throw shade at your actions with your character, but it doesn't really make all that much sense that your character would just magic their way out of any notable problems that they would encounter in a scenario such as this, particularly when there are actual street levelers involved.
Technically there still is if he's being selfish and won't use his powers to save y'all.
