The Militia

So they tell you you are wrong to fear those different, wrong to voice your woes when acts of superhuman terrorism cost the lives of your friends, your sons, your daughters. They tell you you are wrong to fear the uncertain future before you, where man will be displaced in all things by this new threat.

Do not be cowed, brothers. Do not be silenced. We stand together against a threat to life, liberty, and the happiness of all men. To sit in silence is to invite tyranny and blood into our houses, to invite the extinction of the human race as we know it. As those born in God's image, we cannot allow this scourge to creep further across the earth, cannot allow it to force humanity into a corner and snuff it out.

The Militia is officially a domestic terrorist organization by the United States of America, but this does not impede their use of patriotic imagery and slogans. It is this very patriotism, and a deep seated fear of beings inherently more powerful than them, that makes their membership so varied and widespread.

The men and women in the Militia come from all walks of life, all education levels, from various industries and from all levels of government. It is this variety and inconspicuousness, coupled with their extreme fanaticism, that makes them so dangerous.

Recruitment

The Militia has chapters in all 50 states, and recruits from all of them. In places where fear and instability is especially common, places such as Gothic City, recruitment is especially effective. The fact that they provide camaraderie, hot meals, the resources to ensure a warm bed and three square makes them very attractive to those with nothing in life. They also provide their members with career opportunities, training, and easier access to governmental positions through the favor of members in office or adjacent positions.

This means that as their members advance in social status and rank, they can leverage their power and influence to further assist the Militia, increasing the rank of their members until eventually, with time, they can infiltrate all levels of government. The same idea applies to private industry, though the power they exert over individual companies is less of a priority to the Militia itself.

Activities and Goals

Many Militia members are entirely non-violent. Benefiting the Militia mostly through the exertion of influence over policy, siphoning of resources, or provision of free or discounted goods and services to the Militia.

The others are the only ones the bear the title of Militiamen. They use partake in or directly cause acts of extreme violence utilizing black market weaponry, explosives, or even drugs to influence public perception. Their end goal is always to make mutants the enemy of the public, and to this end they often launch false flag attacks or frame mutants for acts of violence against influential figures. Their signature method of defamation and manipulation of public opinion involves the assassination of beloved or other influential individuals, framing mutants for the attack.

A variation on this technique sees the Militia attacking a mutant community in order to provoke a violent reaction, thus turning public opinion against them when they wreak havoc upon the surrounding human population, or generating fear simply in the idea of retaliation.

Leadership

Though Donovan Glost leads the Militia and the Humans First Foundation, his direct involvement with the Militia is limited. He is not a figurehead, and his involvement is known to only a select few members of the Militia at a time (and those often "disappear" once their usefulness expires).

Individual chapters in each state, city, or county have their own leaders in place, though they do send reports to the primary arm of the Militia in Dover City, Delaware. The most important of these missives is stored at the Humans First Foundation's Headquarters, deep within the labyrinthine structures.

The overarching policies and most ambitious plans are also hatched in the deep underground of the HFF Headquarters, such as possible large-scale attacks, public policy proposals, and which high-profile targets (if any) to target. The broad strokes are determined at HQ, the messages carried by a rotating band of messengers (who meet exclusively with Grant Diaz, each time in a different appearance), so that Donovan Glost's role as the true leader of the Militia is never known to anyone but Glost, Diaz, and Mitchell Herric, Donovan Glost's right hand man.
