In the aftermath of the New York Incident hundreds were mutated and evolved due to cosmic radiation that leaked from the bomb that restored the city. The response to these mutations at the incidental hands of Dr. Vristov Damn, the creator of the Reverse C-Bomb that restored New York was volatile and most of the new mutants migrated to New York shortly afterward, mostly seeking refuge from those who judged them. Fear was at an all-time high as many believed that the evolution taking place was some sort of contagious virus. As a result, Director Danger of E.A.G.L.E. privately bought a manor in Bayville, New York and had it converted to a school which would host a quarantine of the Mutants until it was certain that they aren't contagious while teaching the children how to use their powers along with an impeccable education from one of the finest faculty that are filled with teachers who implement eccentric but effective teaching methods. Thus, the institute was dubbed the Institute of Tomorrow due to it's forward thinking curriculum and it's student body being comprised of a new species of man.
