Okay, this is the ooc for the street leveler rpg that I announced some time ago. Thanks to a lot of people who helped me to plan it, especially my codeveloper Honor Guard who assisted me in coming up with the setting and part of the plot.
First of all, this is a rpg for street levelers ONLY. Please make sure you are a street leveler before you join because it would just make no sense to join if you are not. The npcs are all human, a lot of lead will fly around and the impact of this rpg will only affect a single city, not the whole world. If you are a cosmic character you could clear out the whole opposition on your own in one post. Not a lot of fun neither for you nor for the others who are in it. So once more, please be sure not to blow up the power scale in this.

So now that this is cleared here is the actual story:
For years the city has lived in an uneasy truce. Controlling most of the crimninal underworld the two mobs of the DeLarocca and Gorodetzky family settled down a few years a go and were content with administering what they had. Of course there were still shootouts in the darker parts of the city but nothing that could really be called an open conflict with more than five participants. The vastly rich families were content and saw no sense in conflict anymore when everything that could be lost was more than everything that coud have been gained. Old hatreds still boiled but nothing out of the ordinary.
That has changed now...
Two days ago the youngest members of the families, both children of not more than two years of age, were murdered in their sleep. The parents found the brutally slaughtered infants in their own beds swimming in blood. Naturally the two mobs blamed each other and soon harsh words were spoken as well as grave threats uttered and everything spiraled out of control. The little struggles in the shadow became an actual war in the streets. Where earlier a shootout in one of the shadier parts of the city or a back in the kinfe of an opponent in a dark alley was enough there are now drive bys infront of clubs and dismembered corpses sent to the very door steps of the families. Dead bodies are thrown out of the trucks right onto the street. The police is barely able to take care that the fascade of daily life goes on. They know as well as the mobs that the conflict can only be solved if either one of the mobs vanishes completely for all times or if the murderer of the children is found.
To make things worse the gangs have begun to step into the fight as well. From all corners of the city they swarm towards the battlefields, be they Blacks, Latinos, Irish, Armenians or whatever else. They finally want to have their part of the pie too. Some of them flog to the banner of the DeLarocca's, others to the Gorodetzky's, others are even insane enough to try to wrought some power from the families on their own. Their mad interference in this chaos of blood, death and vengeance only serves to make the war even worse and the police even more helpless.
Now there are several parties in the town struggling for control:
The family is very tradition bound and still follows the old codes of the mafia. They are usually of Italian stock and dress conservatively with suits, crucifixes and deliberatly shown decent wealth.
The family is very proud but not bound to any traditions. it is always bad to insult one because in a short time you will have to deal with a lot of them as they are very loyal to each other. They are exclusively of Russian stock but have no problems with hiring outside resources. Thhey dress rather pompously with big fur coats, golden Rolexes, big flashy limousines and everything that shows their wealth in the most obvious way.
One of those is consisting mainly of cops who are either bribed by the mobs or are just too frightened to do anything. Those are the guys that sit in their cars and ignore all the messages coming from the PD while they wait for the war to end to get back to normal as soon as possible.
The second one is known as "Revanchists" by the criminals.Those are the dirty cops. The ones that use all means necessary, even killing, to get the job done. They are tired of sending a gangster to jail just to see him back on the street the next day so they took refuge to the illegal means to end this. They don't care about right or wrong anymore as long as peace comes back to the city.
The last and smallest one consists of the last good cops. Those who still believe in the law and try to do their job the right way. They are still good members of society, faithful Christians, loving fathers and husbands who just try to make a difference by doing their job. Of course they are the ones who pay the highest death toll. And in the street their blood mixes with that of the criminals in the end...

Okay, this is the setting, feel free to join if you meet the prerequesites. As you see I put a lot of effort to give everyone a chance to join, be you hero, neutral or villain, there is a fraction for everyone. As vilain you could have your own agenda or just decide to support one fraction for personal gain, as a neutral you could be hired by one of the mobs or have a connection to the gangs and as a hero you could either do your own thing to make the streets safe again or support any part of the police. First and foremost you are supposed to have fun when writing this. ;)
