1. WELCOME TO CENTURY CITY

Featuring around seven million people, Century City is a world-class metropolis situated somewhere along the east coast north of Metro City. Boasting a land area that occupies over 300 square miles (780 sq. km), it’s considered one of the largest cities on the entire planet, at least in terms of people. As a whole, Century City is slightly smaller than the mega giants such as Brazil, Sao Paolo, Tokyo, Mexico City and New York. The city itself consists of a coastal area, the metropolitan lowland, suburbs, farmlands and then it’s surrounded by Rattle Ridge. The ridge is a cliff face that stretches around the entire city for hundreds of miles and possesses a thousand foot drop from the top. This acts as a natural barrier for the city and anything on the other side. Entrance to the city by land is made by driving through a man-made tunnel that cuts through Rattle Ridge. The only other ways to enter the city is either by air or by water. Century City ranges from a beautiful futuristic city that seems to have been taken straight out of science fiction to a blasted post apocalyptic wasteland.

2. TECHNOLOGY LEVEL & AIRWAYS

The level of tech in each borough is different in each one and is never quite the same as the last. Society Hill is, by far, the most highly advanced. It consists of many air cars, boasting abundant personal technology such as robot security systems, cybernetic medicine and tiny notebook computers (some with the option to use a VR stylus & holo-screen). The whole entire borough looks it was taken straight out of a science fiction novel that boasts of just about any futuristic tech device one can imagine and not imagine. The hi-tech that exists in this borough has all but eliminated most pollution. Even the very streets hum silently from massive engines that are buried beneath it, powering the borough’s power grid and other city functions.

Center City and Diego Verde look like any modern city in the United States. All the expected technology of our time is seen here with the occasional air car flying overhead while the population surf the CityNet on their own notebook computer, recently provided for free by the city’s generous mayor. The buildings here are not as densely packed as in Society Hill and development in the area is an ever active occurrence. The technological progress towards the technopolis of Society Hill is slow but steady. One reason the progress is slow is the crime wave and related troubles sweeping through the borough have discouraged faster development of the central borough. Another reason is the high tech level of Society Hill is boosted by the vast wealth of it’s residents and that is money Center City does not possess. Diego Verde is the polar opposite of Center City despite it's housing boom it's seen recently. People have theorized that in ten or fifteen years, continued development of the area will be difficult because of the lack of central urban planning.

To visit Brisby Flats is like traveling back in time by about fifteen or twenty years thanks to it's lack of development. The event known as Bloody Monday has left this area of the city in a state of decay where rebuilding has halted and half the buildings lay in ruin. The people here have it rough, barely making enough money to live off of and with few chances to make a better living for themselves like the people in Society Hill have done. While there is the occasional high tech spot, Brisby Flats is very run down and in a state of decay. Many of the buildings evoke a 1960's retro-tech look thanks to it's low tech level. While all the children here are given a free notebook computer upon their tenth birthday, it's usually pawned away for the needed cash their parents desperately need. Ancient computers, antennas instead of cable and typewriters are a thing here as they are cheap and affordable. The only thing Brisby Flats can boast is it's modern and futuristic weapons the criminals pack here. A dark sign of what really motivates the people living here.

While Century City does have traditional roads, highways and everything one would expect in a city, it is also one of the few cities in the world that boasts air cars, sky bikes, air taxi's and hover trucks. These vehicles are reasonably cheap and affordable so the citizens have been able to enjoy the simple pleasures of flying through the sky in their own personal flying car.

Traffic congestion and collisions is always a risk due to the high numbers of air cars in Century City. The mayor has ordered traffic to go through designated lanes marked by way of traffic buoys. This has lowered the number of collisions to a minimum so that crashing air cars won't crash into the more traditional traffic on the city streets. The traffic buoys are marvels of engineering thanks to Hawke Industries wondrous invention and generous donation to Century City. The buoys are small robots that hover in the air with a single light to indicate where traffic is directed to go. The buoys are also lined up on two sides with air cars directed to go in between them. Each buoy was created with a power supply that derives it's energy from the sun using it's bleeding edge super-solar panels and can store enough solar energy to function at peak efficiency for up to 24 hours before needing to recharge. The engines of each buoy work on a micro-hover system to keep it airborne with directional jets to keep them in line. When a buoy needs repair or maintenance they break formation and fly to the nearest maintenance area.

Dubbed airways by the city's Mayor, there are ten of them stacked on top of each other that so happen to be positioned directly above every highway and street of Century City. Each of these airways provide enough room that is roughly equivalent to a regular highway with eight lanes with an additional 100 meter sized area in order to deal with the constantly shuffling of other cars and deal with wind turbulence. Vertical merge zones occur every few blocks in case any air car needs to change it's altitude.

The numerous skyscrapers in Century City are also skyports with designated landing zones built at every airway level. Businesses have flourished by providing air travelers with all the ground based amenities have such as banks, restaurants, fast food, rest areas and more.

Air racers, hot rodders, intoxicated reckless and offensive flyers are NOT tolerated. The police fly in specially designed air cars that are turbocharged with a high level of speed in mind so they can chase down any offender if needed. Any driver caught is forced to a lower altitude in order to deal out the needed punishment. Any air violation of the law while flying results in a hefty fine along with a temporary suspension of one's flying car licence. A second offense that occurs within a year's time will result in a driver permanently losing his or her flying car licence. Any driver caught flying without a legitimate licence are immediately fined up to $15,000 and required to serve up to 120 days in jail.

  • NOTE: So far, there exists no law that is against super-beings from flying around in Century City so the cops cannot do anything but warn them away from the air traffic lanes. Generally, any flying super being with any common sense chooses to stay clear anyway unless there is a crashing air car to catch. Gliders, Airplanes, Jets, Helicopters and other flying machines must fly above or around the air traffic lanes because they are forbidden from entering them.

3. CITY BOROUGH'S & DISTRICTS

Century City has a number of borough's and districts where it's citizens either work, call it home or both. As with any city, every borough and it's sub-districts are a hive of activity in one form or another.

A. SOCIETY BOROUGH

Nicknames: Silver Hill & The Hill.

Society Hill Districts: Battenberg Heights, Century Park, Avalon, Victoria Beach, Bocatello, Fleetwood, Midgard.

Crime Level: Light to Moderate.

Overview: By far the most technologically advanced part of the city as well as the best place anywhere within city limits. A thick forest of skyscrapers makes up a large portion of Society Hill along with rapid transit lines, skyways, bridges, experimental architecture and massive complexes that are a marvel of engineering.

The financial services industry, with the combined efforts of the rich and elite, are largely responsible for keeping the high standards of living afloat while also minimizing the presence of the poor and downtrodden. Due to a strong police presence and hired security, some of which possess super-human abilities, the crime in Society Hill is light.

-Places of Interest in Society Hill:

  • The Silver City Residential Arcology: This marvel of engineering is so massive, it takes up several city blocks and is home to around 80% of Silver City's residents. It is easily the most recognizable city landmark because of it's massive size and is one of the top three tallest skyscrapers in the world. The inside resembles the best of luxury hotels in America with every possible amenity one can ask for. The rent is so high that only the rich and famous can possibly afford it. Security is extremely tight with an excessive amount of cameras installed and a strong security force that acts as a small army. Within the arcology are offices, stores of various types and even athletic clubs, so that one never needs to leave the building since many work and live here.
  • The Waterfront is a yachting club and pleasure boating center.
  • The Jade Tower: This mega structure is one of the most recognizable landmarks in Century City. It boasts a lofty height of 101 feet and appears as a light green color on it's external surface which is the source of it's nickname. Covering an area of four entire city blocks at it's base, the Jade Tower is used for international conglomerates.
  • The Standish Building was named after it's founder Ernst Standish and a 10 story tall statue commemorates it's now deceased architect. Numerous documentaries tell of a man of varied tastes, a huge ego and somewhat troubled mental state.
  • The Skydome is a marvel of architectural engineering. It consists of three sections with the bottom serving as the commercial complex, the middle section is used for residential purposes and the top floors boast of of the world's largest greenhouse bio-parks in existence.

-Places of Interest in Battenberg Heights:

This sub-district is where the rich and powerful make their homes. It is mostly residential with large stately manors and large homes that frequently dot the landscape. Only the wealthy can afford to live here and they typically enjoy the best kind of living money can buy.

  • Truro Commons is the housing development that the city spared no expense to make as lavish and as attractive as possible to it's many wealthy residents. Aside from the homes that exist within it, the Commons also boasts of golf courses, ponds and gorgeous parks to enjoy. A disguised security wall that looks like an earthen berm is equipped with automated tracking systems and retractable energy canons in order to keep out possible intruders with lethal force. This protection is also in place in case any riots break out outside the commons...or inside.
  • The Bantley is a large complex that is owned by a video game developer that creates some of the most violent games on the market. So violent in fact that they often get banned which forces them to sell the games on the black market. In turn, this makes the video games become instant cult classics that sell for years.
  • Thimble Park is a common hang out for merchants and street performers from Silver Hill show off their skills on the weekends.
  • The Octagon was created by an eccentric architect and it consists of 128 eight sided, triangle shaped houses in an angular grid pattern. A popular tourist spot for those who are curious about it's unique architecture.
  • Century Street is a wide thoroughfare used for a variety of purposes aside from traffic.
  • Century Park: The gleaming skyscraper that sits right next to the park is the main headquarters of the Centurions. Placed in the middle of Battenberg heights, the park also has a life sized statue of the city's very first Mayor. It can make basic movements and houses an artificial intelligence that allows it to hold light conversations and answer most questions about the park and the city itself. The Six Springs Fountain is the next landmark to visit and it is one of the most beautifully crafted fountains in the world. It has appeared in many TV projects, documentaries and movies over the years.
  • Loch Elen is a small lake that boasts a great depth and has a no swimming policy because of it's long history of people suddenly disappearing beneath it's murky depths and never seen again. Many conspiracy theories exist about Loch Elen and no answers are forthcoming. Investigators have either come up with no answers of their own or dared to enter the water themselves only to vanish without a trace like so many before them. The most common theory is that a lake monster of some kind calls the place it's home and devours any who enter it's dark domain.
  • The Grand Lady: This tree's age is unknown but it is said to be so ancient that it predates the founding of the city by at least a few centuries. Reports persist of some kind of small faerie like creatures that might possibly call the tree their home. These eyewitness reports also mention the frequent theft of their picnic lunches before disappearing into the leaves of the tree and leaving behind giggles that fade away. All attempts to capture the mysterious entities, take a photo or film them have failed. The tree itself has also proven impossible to cut down with a chainsaw as the bark's strong resilience deflects even the most advanced cutting tools available. The tree, along with Lock Elen, is one of Century Park's oldest mysteries.

-Places of Interest in Avalon

A residential neighborhood where the old and retired make their home. Smaller communities exist and they are typically walled off with a single access point that has a locked gate, only accessible by those who live there. The police and armed security forces constantly patrol here to keep it's residents safe.

  • The Sedler Manor: What makes this place unusual is the fact it is the only mansion in the Avalon sub-district. It also happens to be the home of the Sedler family who tend to keep to themselves and isolated in their home. Not much is known either about the mansion or the family itself other than the fact it has over 100 members who live in the mansion and around 50 additional other people who have been adopted into the family.
  • Ramblewood Estates: This place is a walled off residential area rumored to be a retirement spot for ex-super-heroes. The former and aged crime fighters occasionally get together to talk about their glory days.
  • Brass Castle Estates: It may be just another beautiful estate that has been walled off like the others but it also has a dangerous secret. The estate was built over an illegal toxic waste site and the dangerous materials will eventually make their way into the estates water supply, which will either have a lethal effect on the residents or mutate them into dangerous beings who will pose a threat to society.
  • The Random House: This is the home of the reclusive Mark Ransom and ex-mayor of Century City who got removed from office after the Bloody Monday incident. He now sits in his home quietly planning his revenge, but weather or not he will carry out his schemes remains to be seen.

-Places of Interest in Victoria Beach

Much like the beach at Fundi, Canada, Victoria's shoreline experiences rapid tidal changes that can catch unsuspecting people by surprise. Huge tidal wave rising around 15 feet are known for crashing ashore and sweeping away anything in their path. For this very reason criminals always make frequent use of Victoria Beach's capability of disposing of dead bodies and sweeping them out to sea, never to be seen again.

  • Palatial Estate: A housing development close to the shoreline and where many rich people make their home.
  • Biology Lab: An old lab was built years before some 300 meters off the coast and inside an underground cavern. A hidden express tube is the entrance that leads directly into the lab if someone can find it and access it. Although the complex has been long forgotten and is no occupied by anyone, it remains in perfect condition. It's powered by small fusion reactor which gives energy so the lab can be self-sufficient. It also has enough food and water stocked up to feed a dozen people for an entire year.
  • Shipwreck of the Gargantua: During low tides, the shipwreck of the Gargantua can be seen jutting out of the water. Most of it's valuables have already been stripped clean from the vessel except for one storage compartment that continues to allude persistent divers from getting to it due to the high levels of danger involved.
  • Porpoise Point: Near the peninsula, porpoises and bottle nosed dolphins can be seen at all hours of the day swimming around. The dolphins have been known to save either shipwreck victims or surfers who get in trouble from sharks.

-Places of Interest in Bocatello

Bocatello is a place where the middle class typically hang out, as well as teenagers. Although the police make regular patrols, crime is still at a moderate level in this sub-district.

  • The Millions Pavilion is a giant shopping center and happens to be one of the largest in the world. Nicknamed the "the Millions", the rich can be found shopping here and is a big tourist attraction because of it's unique architecture. The complex features stores of all varieties, apartments for rent, a biopark, a small amusement park and movie theaters.
  • The Ricardo J. Guzman International Airport provides transportation to and from Bocatello. It has all of the state of the art amenities one could possibly want or need.
  • Thatcher's Arcade was once thought to be in trouble due to it's primitive gaming systems and out-dated technology. But when a mysterious donation was given to the arcade it was able to make renovations not only to the building itself but also with it's gaming systems and the technology it uses. Thatcher's Arcade features a laser tag arena, arcade games that have graphics on par with the very best games on the market and a virtual reality plaza where anyone can get lost in ultra-realistic gaming simulations. This is a very popular spot for teenagers to hang out with their friends and have a good time.

-Places of Interest in Fleetwood

Dubbed 'Whitebread' by the city at large, Fleetwood is the purest definition of clean-cut shopping centers and middle class retail outlets. If it isn't a shopping center or store, it's a white picket fence neighborhood with meticulously manicured lawns and office parks. This place is said to be so boring that no one chooses to commit a crime here because of that fact.

  • Fleetwood Planetarium: A great spot that schools often visit on field trips in order to teach their students about astronomy.
  • Midtown Bio-Park: This is a zoo that also functions as a wildlife preserve for rare and endangered species from Asia. Rumors of some kind mutant animal persist but so far no one has been able to confirm them.
  • Natural 20: By far, this is one of the largest gaming stores on the east coast. Mostly centered around table top role-playing games, Natural 20 sells all the modern RPG's available and even some out of print ones as well. Rumors tell of one old game that, when played, pulls players inside of it and forces them to play it. But this game is considered nothing more than a myth by the larger community and efforts to prove it's existence have proven fruitless.

-Places of Interest in Midgard

Although Midgard is similar to Fleetwood in many ways, it's not quite as straight laced and boring. The middle class here are on the verge of becoming upper class citizens and often dream of making it big.

  • Carvers' Square: A skateboarding and rollerblade park, this place is a popular site for teenagers to hang out and act cool. Many parents worry all these kids might end up forming some kind of gang and become a problem to society. Time will only tell if this turns out to be the case.
  • Hideyoshi Motors: Operated and owned by a pair of Japanese brothers, this place is used for building, repairing and maintaining "mecha-style" robots for use in everyday activities. The robots are man sized so can't be piloted and only remote controlled by anyone who wants one or operate independently. The brothers stubbornly refuse to install any kind of weapon systems on their robots, even for military purposes. The owners of this place are also very hard to relate to unless they talk about robotics or similar areas of interest. The robots are reasonably priced for most middle class & rich families but the poor will not be able to afford them.

B. CENTER CITY BOROUGH

Nickname: Midtown.

Center City Districts: Retropolis, Everett, Javarta, Ogilvie, Xenophon, Calaverada, Quincy Flats.

Crime Level: Light to Moderate

Overview: Center City, or Midtown to most, is where the majority of the middle class working individuals and families live and work. The rich shun them and the poor insult them as wannabe snobs. Thanks to the borough's close proximity to Society Hill, crime is only moderately higher than the most advanced part of the city thanks to the strong police presence here.

While criminals usually don't wish to cross the bustling highway in order to cross over to the borough and perform their nefarious plans, this is good for Century City but bad for it as a whole. It forces the majority of the crime problem in one area and causes the rich to write off the crime problem as a cultural proclivity to dishonesty and shiftlessness. If the criminals insist on robbing themselves, they reason, why bother sending any police to patrol the area?

-Places of Interest in Retropolis:

Retropolis has seen better days, but is slowly improving. Once it looked like a post industrial blight but when Project Daedalus was active, the area was completely renovated. But now it's getting a little run down. Despite the district's hardships, the people who work here remain optimistic. Retropolis is primarily used for commercial purposes.

  • Casino Row is filled with legal gambling establishments that are owned by the rich. Security is so tight that they are often in the possession of super abilities of some kind. This makes it practically impossible for a would-be thief to get away with a score.
  • Sentinel Park: This place is a very popular amusement park.
  • The Theater District: Aside from several movie theater's, this part of Retropolis also contains the more traditional stage theater's as well for Broadway shows. Music halls and restaurants round out the area.
  • Yesterday Park: An outside shopping center in a park. The entire park is modeled after the 1950's view of the future. Every building has a chrome polish with rounded edges, flying saucers have been erected and many more retro-styled tech is everywhere to be seen.

-Places of Interest in Everett

Everett is filled with software development firms, hardware stores and software outlets. A lot of people who work here are close to being computer savants and some of the less reputable characters end up becoming skilled hackers.

  • Everett Community College specializes in computer science.
  • The Gremlin is a popular cybercafe where a lot of teenagers hang out. That is likely because there are free CityNet nodes all over the place. It is said this place is one of the few in Century City where the clacking of keyboards is louder than human conversation.
  • Bits & Bytes is an electronic software store with a 'Do-it yourself' policy. Everything electronic can be built here with detailed instruction manuals on how to do it. The only exception is weapons since building them here is against the law, as well as selling the parts for them. A few people here have managed to build their very own robot.
  • The Cyber-Shop: Depending on who is asked, this is either a museum that displays legitimate cybernetic research and displaying it's technology or it's an illegal cybernetic shop that provides anyone who has the money with cybernetic and bionic augmentation. So far the owner of the shop has managed to evade the law by twisting it to make himself look like he's just running a perfectly legal museum. But this is only a front for what the shop owner really does behind the scenes. Although C.H.I.M.E.R.A. has used several search warrants to check out the place, they have always found nothing to indicate that anything illegal is going on. Still, they keep an eye on this shop out of suspicion and hoping that one day the owner makes a mistake so they can arrest him.

-Places of Interest in Javarta

There is a high number of academic sites in Javarta, such as museums, schools and libraries.

  • Copernicus University is a well respected school even if it isn't quite 'ivy league'. It has a strong scientific studies department.
  • The Burroughs School is an exclusive, and private, educational institution for any children or young adults who possess extraordinary powers & abilities. These gifted youngsters are taught how to use their gifts properly so they won't become a threat to society at large. Many graduates go on to become world renown heroes with the more rebellious students becoming vigilantes but some become outright super-villains.
  • The Century City Public Library boasts of two statues that greet every visitor that comes here; Hope & Reason. This library is the largest in Century City and among it's printed works it also has over 500,000 volumes in a digital format.
  • The Forum was built around the old city hall when it was knocked down a few years ago. Now it is a row of museums along with being great for visiting tourists. There is The Museum of Technology, The Museum of Modern & Ancient Art, The Museum of World History, The Museum of Natural History and the Museum of Super-Heroes.

-Places of Interest in Ogilvie

Ogilvie is primarily used as a environmental industrial zone and has several tech research facilities here that are all dedicated to improving the quality of life in the city.

  • Hydromeda is a subsidiary of Overlund Earth Energies and is responsible for maintaining an ultra-efficient water purification system for the entire city.
  • Solar & Wind Farms dot the landscape of this sub-district and have saved the city from several blackouts, even during the Bloody Monday incident.
  • Gaiatech, Inc.: This is a cutting edge recycling center that uses a fusion reactor that runs on garbage. This helps the city tremendously since it can get rid of it's trash and use it for fuel at the same time.

-Places of Interest in Xenophon

Xenophon is a commercial plaza that features entertainment, music, shopping and sports.

  • The Paolo Jessup Memorial Stadium: This place can seat up to 150,000 people and the roof is retractable so that any game held within can continue regardless of what the weather is like. It features a variety of sports and they are the following: The Peacekeepers (Soccer), the Highlanders (hockey), Peregrines (Baseball) and the Reaction (Basketball).
  • The Adelphi Bank Coliseum: Music concerts and stand up comedians perform here all year round.

-Places of Interest in Calaverada

Once a hard-working and prosperous community of families, this sub-district has fallen on hard times. To make matters worse, the crime here has spiked up. The City Council and C.H.I.M.E.R.A. is currently trying to set up some civilian watch groups who are willing to work with the CCPD in order to help fight the growing crime problem.

  • Sun Street is lined with art shops & studios of all kinds.
  • Raceland is mainly used for illegal street racing and, because of it's long stretch of roads, drag racing as well.
  • Koan Memorial is a hospital that specializes in cutting edge cancer treatments and legal cybernetics for anyone who has lost a limb. It has saved countless lives over the years because of it's revolutionary technology and care for it's patients.

-Places of Interest in Quincy Flats

Quincy Flats is not the worst place anyone would want to live but it certainly is not the best place either. The Quince is the place where crime is steadily on the rise and there is only a moderate police presence here, making the place an ideal haven for small time criminals to steal cars, fence stolen goods, get involved in illegal gambling and all number of smaller things that are against the law. Hard crime is almost unheard of here, such as murder, but it does happen on occasion. The overcrowded district only adds to the stress this part of the city is under along with unemployment and drug problems.

  • The Wheels: If a car was stolen then it was likely taken here, stripped down for parts and then got sold for a hefty profit. This place is known for making around $300,000 in just one week. Unfortunately, whenever C.H.I.M.E.R.A. gets a warrant to search the place all they find is a conveniently 'very legal' mechanics work shop.
  • Queen Anne's Casino is an underground joint that is also very illegal. It requires a secret password that is changed every night to avoid trouble. Telepathic bouncers & other super-beings work here to make sure no one steals anything or tells the Cops anything. If anyone tries, they are silently 'taken care of' and never seen again.
  • Rochelle's Modeling Agency: A place where gorgeous women from all over Century City become fashion models and some even enter the annual beauty pageant.
  • The Pit is an illegal underground fight club both for humans, mutants, meta-humans, aliens and any other non-human. If any street gang has a dispute with one another, it's usually settled here in what is known as a Grudge Match. The location of the pit changes nightly to prevent the police from shutting it down and other security measures are taken to ensure the law either turns a blind eye or cannot find the pit until it's too late.

-Places of Interest in Kilgore

Kilgore is primary used for residential, commercial and industrial purposes. The crime rate here is actually dropping thanks to a number of vigilante's that have set up operations here.

  • The Avenging Angels: No one knows where this private enforcement agency operates, but they are made up of men and women who are willing to hire themselves out to anyone who needs help.
  • Henry Lieske: This man is somehow in the possession of genetic material from all the members of the Centurions. Worse, no one knows about this, how he got a hold of the samples or what he plans on doing with them.

-Places of Interest in Willingham

One of the poor parts of town that is littered with factories, industrial centers, plazas and parks. Block watches have been effective at fighting the crime problem here as well. Criminals prefer working in the shadows but not here. Civilians crowd the streets on a daily basis, making crime a losing proposition in this part of town.

  • The Bloody Monday Memorial: Since a lot of the police officers who lost their lives during Bloody Monday lived in this sub-district, a memorial was set up here to honor the fallen.
  • Century City Crime College: An educational institution dedicated to training civilians how to form a block watch in order to help the CCPD fight crime. By no means is this a place to learn how to fight as a vigilante since that is frowned upon. It merely teaches people how to effectively be the eyes & ears of the CCPD and call them immediately when a crime is being witnessed.
  • Community Centers & Churches are everywhere in this sub-district and from several religions.

C. BRISBY FLATS BOROUGH

Crime Level: Moderate to Extreme

Overview: It is often the most downtrodden of any city that has the most to gain from the success of marvelous technology that has the potential to make everyone's lives better. On the other hand, such places also have the most to lose. Such is the case when Project Daedalus failed to bring about the needed change to make this borough as great as Society Hill. The people here are strong, however, and refuse to give up hope for a better life. People from all over have pulled together their resources for mutual security against the ongoing crime problem in the borough.

-Places of Interest in Norwood

Due to it's close proximity to Waingroh and the Labyrinth, Norwood's crime problem is steadily increasing each month. The police only patrol part of the area before leaving the rest to their own devices. If something isn't done to fix Norwood's growing problems then it will eventually fall under the domain of the criminal element and become almost as bad as the Labyrinth.

  • The Giving Tree: This place serves as a shelter and an educational institution for any families that have lost one or parents to the violence on the streets. The Giving Tree sees many teenagers graduate with a high school diploma instead of dying in the streets.
  • Nine Milometer: If this place sounds like it's a gun and ammo superstore then that's because it is. The police would love to shut this place down but unfortunately it's owner happens to be a Federally licensed gun dealer and that means he isn't technically breaking the law by selling his merchandise. To dissuade vigilante's from targeting the place, Nine Milometer is built like an armored fortress and armed to the teeth with enough automated defenses to hold back a small army. The owner always waits to be attacked first with video recordings as proof so that he can claim, and always does, that he was merely defending his shop from an unwarranted attack.
  • Nightclubs, Prostitution, drug distribution & illegal gambling establishments are all over Nordwood. Worse, whenever the police manage to shut a place down then another one rises to replace it.

-Places of Interest in Waingroh

Waingroh is a run down blight in Century City. The people here are poor and barely make ends meet. The police rarely patrol here thanks to the sub-districts high population of gangs and crooks making the law pay for any incursion on 'their turf' in blood. Crime here is at an all time high and nearly as out of control as the Labyrinth. Even the city's vigilante's struggle to keep up with the war on crime here.

  • Cover Charge is THE best bar & grill joint anywhere in Century City. It's also owned by a beautiful pair of sisters, Sheri & Tifa, who possess super human strength. One sister does the cooking (which is on par with a 5 star restaurant) and the other sister takes peoples orders. Neither sister will tolerate any trouble in their place and will not hesitate to use their powers to kick anyone out, including unsavory criminals. No one knows how the sisters got their powers, why they choose to run their place in one of the worst parts of town or why they don't use their powers to fight crime. If anyone needs information on the streets here or special arrangements to meet a contact, this is the place to do it.
  • The Rubbleyard is where the remains of destroyed buildings get sold here before being used to repair their own homes & buildings. Many places here look like a jigsaw puzzle thanks to the many different parts of buildings used to repair them.
  • Waingroh High School: It's a wonder how this school is still open considering how high the crime rate is here. The weapons and security checks in this place is very tight. But despite this, guns, and even drugs, are still somehow smuggled inside. Bar none, Waingroh High School is the WORST educational institution anywhere in Century City. It's teachers are even armed with a hidden handgun in order to defend themselves. Some live in constant fear and worry, along with many of the students. But the cost of sending a child or teenager here is a lot cheaper than other schools in the city and that's why poor parents keep sending their kids here.

-Places of Interest in Lennox

Large numbers of people have managed to leave Lennox, leaving it mostly an empty ghost town. Those few who remain are poor but always looking for a way out themselves.

  • The Zimmerman Hotel has seen much better days and was once known as a well respected place to stay. Now it's a place for criminals to hole up here, drug addicts and other unsavory souls. The owners don't ask questions and that policy has kept them alive so far as they struggle to keep the place afloat.
  • The High Tower was once an apartment building but is now the home of a vigilante who possesses super abilities that he uses to kill anyone who attempts to break into his place. His name is Oakley Hubbard and he is never found too far from his home as he is constantly defending it. Many suspect it is because there is something highly valuable and that Oakley will die before allowing it to fall into enemy hands. What that something is, nobody knows.
  • The Skull & Rose Nightclub: In it's hay day this place used to be a respected Gothic theater but the owner was murdered before the building was renovated into what it is today. Every crime one can think of is committed here, making it the worst nightclub in Century City.

-Places of Interest in Zericho

Despite the high crime here (which is steadily dropping), Zericho is actually starting to recover from the bad slump it's been in. A number of businesses have even started to open up shop here, giving the economy in Zericho a shot in the arm. If only the police would patrol here more often, the sub-district would be in better shape. Still, if things continue going well here then other surrounding sub-districts might benefit as well.

  • The Brickworks: A cut-rate clothing shop. The owners also dabble a little in illegal smuggling.
  • Cheeky Monkey Productions: Known for making it's interactive movies, this place is a multimedia firm that is quite popular. It's mascot is a cute monkey that the firm uses in it's many advertisement commercials. Toys and other monkey related merchandise sell for a mint.
  • Zericho Wax Museum: Ever since this placed closed down, it's been in a state of disrepair and ruin. The story goes that about ten years ago there was multiple murders that occurred here. No one knows exactly what happened, but recently strange noises have been heard coming from within the building. While no one has seen anything strange so far, the sounds coming from within have lead the people in the surrounding area to think the place is haunted. The police have tried to investigate but have found nothing, only reporting a strange eerie feeling of being watched. A few brave civilians who have investigated on their own have mysteriously vanished within the museum only to never been seen, or heard from, again.

-Places of Interest in Hannigan "The Grinder"

This place is called "The Grinder" because it's good at grinding people up before spitting out the pieces. But once upon a time, low income housing and many production workers lived here. But ever since Project Daedalus failed, unemployment rates skyrocketed as many people ended up homeless and out on the streets. Many residents either fled to other districts or turned to crime. Now gun shots are a daily occurrence. Crime is at an all time high thanks to the number of assaults, murders, shootings and many other crimes that take place here every single day. The criminals living within the Labyrinth use Hannigan as a prime recruiting ground, promising riches and the ignorant people here fall for it.

  • Battleground: This is a cluster of apartment buildings that are being used by some of the vigilante's of Century City. But they are constantly on the run from the criminals who make the Grinder their home and the bad guys are actually winning as they pick off the vigilante's one by one.
  • Sniper Alley: This place was once a major commercial pipeline and thoroughfare. But now bullet riddled cars dot the streets. If anyone dares to enter here unprotected, a number of hidden snipers will take them down and leave the dead body to be eaten by the birds.
  • The Station Underground: This place is now an abandoned subway station. It's vast underground network of tunnels is a haven for criminals, mutant animals and all kinds of strange beings who make this place their home.
  • The Hannigan Junkyard: While there are quite a few junkyards in Century City, this one is notable for it's many abandoned air cars, aircrafts, police and military vehicles that somehow make their way here rather than other places. This is the place where many of the criminals acquire the parts they need for for their own armored cars, trucks, motorcycles and the other things they drive.

-Places of Interest in Saratoba

Despite Saratoba's close proximity to the Labyrinth, the entire sub-district has been completely walled off. Several CEO's from the Council of Industry have set up shop here and have armed their security teams with the best gear possible in order to protect the many Research & Development complexes that make up this sub-district. Research into cybernetics, genetics and experimental human augmentation are just a few of the top secret things that take place here.

  • Internally is an experimental virtual reality role-playing game that takes realism to a whole new level. Over half of it's play testers stay within the gaming world for days at a time. The game is only a year away from beta testing before it will open it's doors to the public. What the ultimate plan is for this game is unknown.
  • Zone Red: This place specializes in the creation of the best virus detection & elimination software anywhere in Century City. While Zone Red is a legitimate business that is perfectly legal, it's owners are actually "hackers" who create computer viruses only to create the code that eliminates them. In turn, they sell their software to ignorant people in order to make a hefty profit. The police suspect what is going on but have no way to prove it.
  • Microbyte Architectures: This place specializes in computer technology and holographic interfaces. It is constantly trying to make useful items smaller, more portable and easier to use.

-Places of Interest in Kerguelen

This place is steadily getting worse thanks to the criminal syndicates from the Labyrinth setting up shop here. What remains of the civilian population are either poor or living on the streets. Crime here remains high but it's not as bad as some of the surrounding sub-districts such as 'The Grinder' and Waingroh.

  • The Distinguished Gentlemen: This restaurant was once a great place to eat at but has since fallen on hard times. Now it's a favored placed for criminal syndicates to hang out and have a good meal, often without paying. It only stays open thanks to a generous donation from the Minotaur about once every month.
  • The Moving Company: A massive illegal fencing operation that often works with the Garage. Thanks to it's close proximity to the Labyrinth, it's security is extremely tight and the place very well guarded by super criminals who often posses powers of some kind.
  • The Garage: Any stolen goods not being fenced off and sold are stored here. This can range from literally anything. Thanks to it's close proximity to the Labyrinth, it's security is extremely tight and the place very well guarded by super criminals who often posses powers of some kind.

-Places of Interest in Drummond

Like Lennox, the people that once lived here have left thanks to the high crime rate that is occurring in the district. In turn, the police don't bother patrolling it's streets because there is hardly anyone left to justify sending a squad car to investigate criminal activity.

  • Abandoned Commercial Complex sits unfinished as criminals, punks and gangs make it a hideout for themselves. This is also the place to go for anyone running from the law and needs a place to stay for the night before moving on. Little does anyone know, there is a secret underground laboratory that holds a number of mysterious super beings in suspended animation. Who they are, what they are capable of and why they are there is unknown.
  • Private Skyport: This place was once an apartment complex but has since been converted into a private skyport. A pilot by the name of Riley Jordan ferries families to the other side of Rattle Ridge where they can start a new life in another city. Riley also risks his neck by making reconnaissance flights over the Labyrinth in order to take photos and sell them to C.H.I.M.E.R.A. since the agency is willing to always pay for any hard-to-get pictures before adding them to it's growing list of intelligence files.

-Places of Interest in Orange Hills

Although Orange Hills borders two districts that are suffering bad crime rates, the largely abandoned Everest Airport serves as a great buffer between them. This provides some protection from criminals from pouring in. Because of this, Orange Hills doesn't have as much of a high crime rate as it's surrounding districts.

  • The Alexander Compound is a strange ranch that is owned by a cowboy from Texas. Some of the buildings on the property bear a remarkable resemblance to what could lead to underground bunkers. The real question is why and what exactly is going on?
  • The White Ranch covers nearly a fifth of Orange Hills but has since closed it's gates to the public. It is so named because of it's many white painted buildings. The White Ranch is home for many conspiracy theories because everything going on here is extremely top secret. What is going on here?

The very name of this place is enough to strike fear in the hearts of those who know it's history and it's notorious reputation. Crime here is constantly at an all time high and the police presence is nearly non-existent. It was here that Project Daedalus made it's home in a doughnut shaped arcology and when it failed, many of it's jobless workers went elsewhere in search of better prospects. That is when the criminal element moved in and all but took over the entire district. The Labyrinth has no running electricity of it's own so the criminals pirate power from nearby districts or bring their own stolen generators to provide themselves power along with pumps in order to tap into the city's water supply.

To say that crime has a stranglehold on the Labyrinth is an understatement. Murder and mayhem is an everyday occurrence and the police refuse to patrol here because whenever they have, they have always suffered huge casualties. Even heroes and vigilantes who have attempted to fight crime here have often painted the streets red with their own blood as they died from the super powered criminals who make the Labyrinth their home. Things have gotten so bad that even the local government has taken some serious consideration into bombing the entire district to kingdom come in order to try and start again with a clean slate. Less violent solutions have been tried only to fail thanks to the numerous mutants, gangs, super criminals and countless other miscreants who own or operate within impenetrable armored strongholds. All of whom have always taken deadly action to prevent any and all non-violent solutions. Not even the law abiding police force known as C.H.I.M.E.R.A. dares to enter the Labyrinth because of the repeated repercussions they have suffered each time they tried.

The Labyrinth is operated by a number of high profile super criminals because they know they can work here with complete impunity. They don't fear a prolonged siege because they know that, even if they go down, they still could mete out terrible retribution on Century City as whole for months afterwards. The risk is too great and far too high so the crime ridden district is left to it's own devices. Every conceivable crime is committed here and almost on a daily basis.

No words can describe the kind of unspeakable squalor that exists in the Labyrinth. The people here have the same problems as some third world countries and very little is done by anyone to alleviate the suffering that goes on here. Despite the death toll being at a constant high, people from other districts pour in when they find themselves with nothing else and no job to return to.

The Labyrinth is aptly named because of it's many honeycombed apartment buildings that have been added to to the buildings that already exist here, creating a virtual maze of streets that often lead to a dead end. Anyone new entering the area can easily get lost for days, perhaps even weeks at a time. And thanks to the criminal element that plagues the city, many newcomers who find themselves lost are never seen or heard from again.

As mentioned previously, criminal masterminds control the Labyrinth but they also give people jobs because they know folks will have no choice but accept or die if they don't. The jobs give just enough money and necessities to survive, but barely but the poor people who are forced to work have no other choice. What the jobs entail can be literally anything the criminal masterminds can think of.

  • The Crater: Now nothing more than a hole in the ground, this crater is all that remains of the Steel Titan's stronghold where he detonated a nuclear device that leveled 10 city blocks. The surrounding area has since been filled up by the poor and criminals who have since set up shop. The crater itself, however, remains untouched as it sits there as a constant reminder of what is believed to have started the Bloody Monday riots.
  • The Hole is a place where most of the interior walls have been busted up and torn down to make more space for people living in tents. Thousands of people live here tent to tent and even work here.
  • Chemville is the drug factory of the Labyrinth and many of the districts residents, as well as most of it's criminals, are addicted to the drugs the factory produces.
  • Purgatory is the one and only entrance to the Labyrinth and is constantly fought over by various gangs who want sole control over it.
  • The Project Daedalus Complex: This place once housed Project Daedalus but has since been stripped of it's technology thanks to Alpha Prime and her people. Now it is a stronghold of the Minotaur and the various criminal groups that make the Labyrinth their home. It has since been renovated with stolen technology that is just as advanced as what is found in Society Hill. It has also been heavily fortified, armored and armed with automated defense systems of every kind.
  • An old R&D Laboratory is where an A.I. super computer has allegedly gained true sentience. The A.I. has re-routed power from the city and sealed itself within the lab so it can be at peace, plan and think without the interference from the criminals on the outside. The A.I. is slowly working on a robot body so it can download it's consciousness into and escape the Labyrinth. The lab has a reputation of being haunted thanks to the clever workings and holographic projections produced from the A.I. Because of this reputation, the criminals who live outside the lab usually stay very clear of it.

-Places of Interest in Iron Beach A.K.A. Napier Bay

This district was once the proud home of many industrial & manufacturing facilities but is now another bad place that borders on anarchy. Crime and anarchy run rampant on the streets here as every crime one can think of is a daily occurrence. Iron Beach was hit the hardest when Project Daedalus failed because it had the most to gain and everything to lose. After the fallout from from the project being shutdown, 80% of the major businesses and 60% of the smaller ones either closed up shop or went elsewhere. The few remaining businesses don't hang around after work and tend to rush home as quickly as possible.

  • The Iron Eagle: Although this place looks all but abandoned, looks are definitely deceiving. It's numerous automated defense systems are hidden and the entire building can become covered in a thick layer of armor in just seconds. All dedicated to help protecting it from would-be intruders. Inside this old hanger that was once used to produce aerospace vehicles, it has since been renovated by Mr. Fixit and is used as the main base of operations by the Iron Brigade. Because the police rarely patrol this area of the city, the Iron Eagle is usually left alone by the law. This makes it much easier for Mr. Fixit's oversized mech-styled suits of armor to enter and leave completely unnoticed.
  • Century Steel: Once a prosperous steel-making production facility, now it's a hang out for various gangs and small arms fire can constantly be heard from within it's walls.
  • Incidental Petroleum: Once a refinery building, it has since been partially dismantled, drained and cleaned. This is also a popular place for gangs to hang out in.
  • Everest Airport: A largely abandoned airport that sits in disrepair and ruins. Only criminals and smugglers use the airport from time to time when they want to avoid the law.

-Places of Interest in Archipelago

This place is all but a ghost town as no civilian in their right mind would choose to live here. The criminals who have all but taken over use it for a place to lay low, sleep and who knows what else. In the old days, Archipelago was used as the city's waterfront. Now it's rumored the place is used to store the Labyrinth's extra, and stolen, goods. Things like weapons, armor, vehicles and even cash. But any attempt to find out if these rumors are true end up dead.

  • An abandoned warehouse is filled with hundreds of freight cars that criminals use as make-shift homes. There are constant fights happening here as 'turf' is fought over by gangs.
  • A warehouse island is protected by a small army of heavily armored and battle ready robots that will attack anyone who doesn't have the proper clearance. What they are protecting is anyone's guess.
  • A docking island that used to be a port for freighter ships to unload their cargo. Now it's used by pirates who prey on passing vessels in order to steal their cargo before selling it for a profit.
  • A tiny artificial island where criminals and pirates go to steal energy from the solar generator that was built here some time ago. Any attempt to steal the generator has failed as it is far too large and heavy for most to bother trying. Unknown to all, the generator has a built in self-destruct sequence installed in order to prevent theft. Should some enterprising pirates think up a plan to successfully steal the generator, it will explode with energy energy to level half of Archipelago.

4. DIEGO VERDE

Suburban & Rural Areas: Garden Valley, Old Orchard, Mignola, Ulster, Fairfax, Holbrooke, Breckland, Rattle Ridge, Truffault.

Crime Level: Light to Moderate.

Overview: Diego Verde is a vast expanse of farmland that is being developed into a thriving urban community on the other side of the Rattle Ridge Expressway. Most of the lower class and some of the middle class people live here before commuting to work visa a bus, car or train. Here is a land of rolling hills and green pastures with a few rivers and creeks dotting the landscape. This is a place most people consider flowing with 'milk and honey' but not in the literal sense.

-Places of Interest

  • Garden Valley: This place is littered with farms often owned by the rich. It is so named because of the many gorgeous gardens that are spread out all over the community. A good place to retire for those who have the means.
  • Old Orchard: This used to be a vast orchard and farm, hence the name. Now it is filled with houses and apartment buildings as far as the eye can see. The occasional office building, convenience store and strip mall can also be seen here.
  • Mignola: This area is still mostly farmland and most of them are doing pretty well for themselves. A large quantity of Century City's food is grown & cultivated here.
  • Ulster: While there is a little more housing development going on here than in Mignola, it is still mostly farmland.
  • Fairfax: Thanks to the area sitting right on top of the Rattle Ridge/109 interchange expressway, Fairfax is the place everyone passes through when arriving, or leaving, Century City. Most of the crime here is burglaries and car theft.
  • Holbrooke: Since this place is right next to Fairfax, it's also a commuter haven for travelers to pass through. It's also the place that has convenience stores, rest stops and gas stations for people passing through.
  • Breckland: While this is mostly farmland, the owner has recently sold it and now the city plans on developing it into a huge residential & commercial area. Preparations are already being made.
  • Truffault: Most of the people living here typically work for the large businesses that are operating in Century City and who do not wish to live within city limits. Because of this, only the rich or upper class can afford to live here. The houses here are large, the parks are beautiful and the underdeveloped woodland areas provide a natural barrier between it and the other surrounding suburban neighborhoods.
  • Rattle Ridge: By far the most popular area is Rattle Ridge, which is the name of the mountain overshadowing Century City. Many tourists and hikers come here to see the sights as well as climb it's steep thousand foot cliffs. Persistent Bigfoot sightings are reported in the forests each and every year by both credible and non-credible eyewitnesses. Many missing 411 cases have also been documented and Rattle Ridge has been in many films, TV shows and documentaries over the years.

5. GRAMERCY ISLAND PENITENTIARY

Overview: This maximum security penitentiary holds both normal criminals and those who possess extraordinary abilities. Despite the extremely well trained guards, the crime here remains at a consistent high. In terms of pure violence, Granmercy Penitentiary is one of the worst prisons on Earth. But on the other hand, it is also one of the most difficult facilities to successfully escape from thanks to it's cutting edge security systems.

-Points of Interest

  • Skyport & Seaport: There are only two ways to reach the island and that is either by air or by water. Normal criminals are usually taken to the island, or taken off of it, by a modified helicopter. Criminals who have extraordinary powers are usually taken by boat inside specialized cells that are designed to rob them of their powers.
  • Cell Blocks A-C: These cell blocks are overcrowded with criminals of every variety and it does not help the already unstable tension in between themselves and the guards. Aside from the normal prison cells, each cell block has a number of workshops, recreation areas and an outside yard.
  • Cell Block D: This special wing of the prison is for those who possess extraordinary powers & abilities far beyond those of mortal men. Each criminal is required to either wear a power dampening collar around their necks or power dampening manacles around their wrists. Should these collars and manacles fail to turn off a criminal's super abilities then they are subjected to drug therapy and whatever else that will render them incapable of using their powers. Most super criminals have their own cell so they cannot plan together on a way to escape the prison. This cell block is under 24/7 video surveillance and power monitoring detection technology, which can pick up the use of most super abilities with relative ease. Most of the guards of this cell block are also in possession of powers of their own in order to help manage the criminals contained within.

  • Avtran Advanced Transportation Technologies: An aerospace company that builds popular, cheap & affordable transportation technology for Century City. It's current CEO is Arthur Harding.
  • Genesys: This company is all about biotechnology & genetic manipulation. It's current CEO is Maximillian Valentine and he is admired by the public but a villain to the core. He knows the law well and twists it & his army of lawyers to help him keep a clean image. Maximillian is also the current Chairman of the Council of Industry.
  • Helion Light & Power: A utility company that provides electricity for Century City. It's also responsible for providing, and pumping, fresh water throughout the city.
  • Integrated Thinking Systems: A company that provides the best in Computer Technology. It's current CEO is Tariq Kahrain.
  • Korashi Technics: This company's current CEO is Bruce Korashi and it specializes in exporting various technology from around the world. It's also working on an ultra top secret experiment deep within the bowels of it's skyscraper. A process that has been many years in the making and Korashi believes they have finally built a prototype time machine that actually works! So far, no one in Century City knows about this secret experiment nor the plans that are being made on how it's going to be used.
  • Orion Robotics: A front company that really works for Fabricators, Inc. who specialize in robotics and cybernetics. It's current CEO is Kyle Orion.
  • Overlund Earth Energies: This company's mission is to create environment friendly technology that does not pollute the air or harm the Earth. Just a few of what they have invented so far is: solar engines & environmental remediation technology (a biodegradable enzyme that completely dissolves oil & has no harmful side effects). Founded by it's current CEO, Dr. Halley Chisolm.
  • Triton Industries: A manufacturer of military, law enforcement & civilian armor, weapons, ammunition and survival equipment. It's current CEO is Mark Triton.
  • Xander Financial Corporation: This is a lucrative tax sheltering company and it's current CEO is Mason Blodgett.
  • Stone Associates: The primary financial services firm in Century City. It's CEO is currently Isaiah Stone.

7. POLITICAL GROUPS & NEWS OUTLETS

  • City Council: The Century City Government.
  • Council of Industry: A collection of rich CEO's who have formed a group for the purpose of pressuring the City Council and even the Mayor about anything they are passionate about. If, for example, a law is passed they don't like then the Council of Industry gets together to put pressure on the City Council to change that law.
  • Project Tyche: This is part of the Air Force and they are responsible for investigating any UFO sightings.
  • Project Secure: This group is closely tied to Project Tyche and are also a part of the Air Force. They are responsible for covering up and cleaning up anything involving UFO's and aliens. They also obtain, and secure, any alien technology they may find. Their activities, along with Project Tyche, are highly top secret.
  • Skywatch: A well known organization that is dedicated to exposing the truth about what Project Tyche and Secure are doing. So far they have failed at every turn, but they get a little closer each time they try. What will happen if they succeed one day?
  • Reach Up: This group is made up primarily of well meaning men and women who believe in aliens. Their mission is to make sure that anyone living in Century City that happens to be an extraterrestrial are not only given a fair chance to live normal lives but also to be given the same rights as everyone else. Their efforts have only been a partial success so far.
  • S.H.O.C.K.: Otherwise known as Super-Human Observation & Control Knights. This group is made up of a surprisingly large number of human supremacists who believe in a pure humanity and that anyone who has super abilities in any way is not fully human. Those who are different are often shunned, persecuted and, if they can away with it without getting arrested, outright killed by these fanatics. S.H.O.C.K. maintains a so called hit list of those who are different and regularly carry out campaigns of 'purity'. The reason why the police haven't dismantled the organization is because S.H.O.C.K. almost always tries to cooperate with the law, never hides behind masks to conceal their identities and each agent within the group are taught not only to know the law but to twist it in order to protect themselves. Even better, the organization has saved innocent civilians from a non-human who is endangering them. In a rather brilliant move, S.H.O.C.K. uses these moments to spread it's message & misinformation, adding even more to their number. The organization know exactly how to tap into most people's primal fears and this is one of many reasons why they are so successful. S.H.O.C.K.'s default tactic when encountering a 'non-human' is to appear before them in as an imposing manner as possible while donned with body armor of some kind. Then a warning shot is fired as close as possible to the target without hitting it. A camera that is recording everything will always prove the shot was simply a warning and not an attack. If the target attacks the S.H.O.C.K. agent, then they will claim they were only defending themselves from an unwarranted attack from a dangerous non-human. If the target chooses not to attack then, if possible, S.H.O.C.K. will kidnap that non-human and take them to one of their safe houses before brainwashing them into forgetting they have powers. Targets deemed too powerful are outright killed instead if it is within the organization's means to do so. Permanent imprisonment is used in the most extreme cases until a solution can be found, weather lethal or through a different method of brainwashing them. If anyone remembers they have powers, an implanted suggestion will compel them to call S.H.O.C.K. so they can reinforce the brainwashing techniques again. Any and all brainwashed non-humans are under constant surveillance.
  • WCTV, Channel 9: This is Century City's best, and most reputable, TV news station and it's also the oldest.
  • Century City Observer: The Observer has been around for well over a hundred years and is the best printed news within Century City. It is basically what WCTV is not. Most of the Observer's news pieces are nicely balanced by style and substance because of it's top notch writing staff and strict Editor-in-Chief.
  • News-Herald: A religious news station.
  • Silver Hill Sentinel: The primary news station and printed newspaper in Society Hill. It would be more prominent than even the Century City Observer if it wasn't for the fact it's only been operating for ten short years and it's Editor-in-Chief is young and inexperienced.
  • Everyman & Evening Call: These are only second rate news outlets at best. Tabloid sensationalism at it's finest.
  • Off the Record: This news outlet has no official credentials to speak of and is operated by one man who calls himself Samson Delilah from his apartment building. The name is very likely a stage name in order to protect his privacy. Off the Record is exclusively a virtual newspaper that anyone living in Century City can download and read, provided they have the means to do so. Each issue is free because Samson earns his money from selling ad space & donations on his website. Delilah recognizes the benefit of working with any reporter he can, as well as newspapers, because he specializes in leaking stories before they are aired on the news or see print. Too many reporters are willing to do this because it tends to give them a popularity boost, enhancing their paper's publicity or even giving a boost to the paper's circulation. Samson has also posted stories based on conspiracy theories and rumors to fill in space on slow news days. Delilah often gets away with his news stories because he tends to be right most of the time and most Century City residents are just dying to read his new pieces, which are often littered with spelling and grammar errors. To take it a step further, Samson Delilah has also shown an uncompromising attitude when it comes to reporting the truth, rumors that have a high chance of being true and conspiracy theories that most people already believe. So stubborn is Delilah that he cannot be bullied, even by criminals, into printing lies or killing a story. Hiding his true identity certainly helps protect him, to a degree, from criminal retaliation but these measures can only serve as protection for so long until criminals have simply had enough and take matters into their own hands by taking more drastic measures against the man behind Off the Record. So far, Samson Delilah has proven not only difficult to find but the rumor is spreading that he might somehow have his own personal super-hero in his employ as added protection. How this is possible is anyone's guess, but on the rare occasion a super criminal that has attempted to find Delilah has come back bruised and beaten from the attempt.

8. LAW ENFORCEMENT

The Citywide Highly Integrated Metropolitan Emergency Response Agency, or simply C.H.I.M.E.R.A., is Century's City's version of the Department of Super-Human Affairs since it's main purpose is combating criminals who use their powers and abilities to commit crimes. The agency is basically super cops who act in much the same way as ordinary police officers.

Like the mythical beast from Greek mythology, C.H.I.M.E.R.A. is mainly consisted of three departments that make up the whole: The Century City Police Department (CCPD), the spy turned law enforcement Sector 10 and the Centurions.

While C.H.I.M.E.R.A. believes it's ready to bring a hard crackdown on the super criminals that plague the city, this cannot be further from the truth. The law enforcement agency is still very new and still needs a lot more time as well as more resources since the very idea of it is still untested. The first fight of the agency will be an uphill battle because it needs to prove it can succeed at it's job. Perhaps then it can get the funding it needs to be better equipped to fight the various super criminals of Century City. Because of C.H.I.M.E.R.A.'s shortcomings, it must be extremely careful of what targets and operations it chooses to partake in because one mistake can be a costly one and ruin the agency before it truly gets off the ground.

C.H.I.M.E.R.A. was created shortly after the Bloody Monday riots rocked the city a few short years ago as a way to appease the President and to stop the city from going under lock down. Weather C.H.I.M.E.R.A. knows it or not, their success or failure will chart the course for whatever future awaits Century City.

C.H.I.M.E.R.A. works with it's other departments depending on the type of criminal activity within the city. The more conventional crimes, even lightweight super crime, go to the Century City Police Department. Next is the inter-jurisdictional normal crime and moderate super crimes go to Sector 10. All the serious and heavy super crime go exclusively to the super-hero team known as the Centurions. This arrangement works for the benefit of everyone since it allows each group to focus on what they specialize in without getting in each other's way. C.H.I.M.E.R.A. also happens to be the public face of the law enforcement throughout the city and because of this, the agency has an army of some of the best legal attorney's on the east coast along with some good publicity agents. These men and women work overtime to make sure the citizens of Century City stay well informed that C.H.I.M.E.R.A. are doing their jobs fighting crime. Although the agency has a lofty 78% approval rating, this can dip down at anytime and for any negative reason. The publicity agents working around the clock keep an eye on C.H.I.M.E.R.A.'s rating and if it dips down too low then they leap into action to make sure the people's faith in the agency remains strong.

So far, C.H.I.M.E.R.A. has done pretty well for itself during it's short run as a law enforcement agency. It has a nearly flawless record in the few operations it's undertaken, zero casualties, an arrest record that has impressed even the aforementioned Department of Super-Human Affairs, along with a low number of misconduct complaints. Unfortunately, the agency still hasn't passed any kind of it's real tests to prove it can handle bigger and better threats. Some of these so called tests would include taking down some of the criminal masterminds, arresting some of the more powerful super criminals or even bringing law and order to the Labyrinth. Until some of these tests are passed, only then can C.H.I.M.E.R.A. be considered a resounding success and receive the funding and manpower they so desperately need. But so far, the agency is playing it safe as it picks and chooses the fights it knows it can win. The bad thing is, time is running out for the agency and, weather they want to or not, C.H.I.M.E.R.A. will have to commit themselves to delivering the results they promised. The real question on everyone's mind is: Can they bring law and order to Century City or will they fail as Operation Overlord is implemented? For good or ill, only time will tell as the future rests on C.H.I.M.E.R.A.'s shoulders.

The Director of C.H.I.M.E.R.A.: Anja Balisong is a by the books, no-nonesense supercop & spymaster who grew up in China. But then she moved to Century City where she joined the Police Academy and became a Cop. Over the ten years she served on the force, she earned several medals for her bravery and valor as she risked her life for her adopted city. But after a decade of serving, Anja retired from the police force after the Bloody Monday riots and being horrified as she watched her city descend into pure chaos and anarchy. She believed the city had every tool available to effectively fight the rampant crime but weren't making effective use of them and that is the reason she turned in her gun and badge.

But everything changed when the Mayor of Century City approached Anja with a proposal. They both worked on a plan and Balisong suggested the creation of a police keeping force called C.H.I.M.E.R.A. to the Mayor, a beast from Greek mythology that had three heads (The Century City Police Department, Sector 10 and the Centurions). Together, C.H.I.M.E.R.A. would not only win Project Overlord but also effectively combat crime in the city. An incident like Bloody Monday could not happen ever again.

With some reservations, the Mayor gave Anja the green light to create and organize C.H.I.M.E.R.A. and did his part to use his silver tongue to get the City Council to do the same. Stepping into the Director's chair, Anja restructured the Century City Police Department, pulled every favor she could to get Sector 10 to become a part of C.H.I.M.E.R.A. and incorporated the Centurions into the organization as well. The three Lieutenant Directors under Anja are each in charge of one of three departments within C.H.I.M.E.R.A.

On a personal level, Director Balisong is an introspective and quiet woman who thinks before she acts. Unfortunately, she lost her entire family in the Bloody Monday riots five years ago thanks to a trigger happy sniper. Ever since then, Anja has buried herself in her work and addressing the city's crime problem. In her way of reasoning, it's the only way she honor the memory of her dead husband and two daughters. Ever since the founding of C.H.I.M.E.R.A., Director Anja has received numerous death threats on her life. To her credit, however, Balisong ignores them because she believes no criminal has the actual courage to try and take her out and, even if they did try, she would show them no fear because to admit to any would be a kind of defeat.

Director Balisong made nearly everyone skeptical on her capabilities, leadership and dedication to the organization she founded. But it's been five years since C.H.I.M.E.R.A.'s formation and she has since earned the respect of most of those who serve under her as well as most of the city's government. Anja majored in Criminal Science and has a Master's degree in it. She also happens to be a skilled martial artist and is quite skilled in Escrima. To round out her skills, Anja is also quite the marksman as she has won numerous police shooting competitions, much to the chagrin of her male contemporaries.

The Century City Police Department: The CCPD is separated into three departments with each one specializing in the tasks they are assigned. There once existed a Housing Authority that was responsible for protecting civilians living in the city housing but the unit was disbanded because of the unfortunate budgetary constraints that have been strangling the CCPD. On the upside, Internal Affairs was merged into C.H.I.M.E.R.A. itself so it can monitor the police department, Sector 10 and even the Centurions.

As the largest department inside of C.H.I.M.E.R.A., the CCPD consists of around 20,000 officers, 12,000 patrol personnel, 3,000 brave investigators and around 5,000 additional staff members that play a supporting role. This may be seem like huge numbers and a practical army but one has to remember that these men and women are policing a city that has a population of around 7 million. That number includes many individuals that possess some form of super ability on top of everything else. So that means the ratio of the citizens living inside the city to that of investigators and patrol officers is roughly 467:1. So that means the CCPD does not have the numbers, the manpower or the resources to effectively reduce the crime within all of Century City's various borough's and sub-districts. The police must pick and choose when, where and how to respond to the crime within the city as they are spread thin enough as it is. But now that the police department has been restructured into C.H.I.M.E.R.A., the city's Mayor will hopefully manage to bring in enough funds to expand the department in the coming years.

  • Patrol Services Bureau: This particular division of the CCPD are made up of the brave men and women who put themselves on the front lines as they patrol the city streets. Each patrol officer is trained to be effective at their jobs but also to be kind, courteous and to treat others with the respect weather it's earned or not. Each of the city's borough's has a patrol division assigned to it and each sub-district is further separated into four of it's own police precincts with the sole exception being the Labyrinth since any police presence there being non-existent. All together, the police have 152 police precincts spread throughout Century City. The training of each patrol officer is equivalent to a Special Weapons & Tactics (SWAT) team member that are a part of other city's throughout the United States.
  • Detective Bureau: Smart, keen and tenacious are some of words that are aptly applied to the skilled investigators that make up the Detective Bureau. Each police precinct has it's own Detective unit who are responsible for the methodical collection of evidence, the more traditional forms of interrogation techniques and old fashioned leg work. Combine all of this with the latest in what technology has to offer and the Detective Bureau are modern day Sherlock Holmes. Many patrol officers have become skilled detectives if they impress the police department enough for a promotion.
  • Organized Crime Bureau: In order to minimize the possibility of city corruption, the Mayor created the Organized Crime Bureau. This side of the police force takes care of anything related to traditional and non-traditional organized crime, auto theft and narcotics. Out of all the divisions within the police department, this one has seen the most arrests and has been praised as being very effective at rooting out corruption. Like the Detecive Bureau, each police precinct has an Organized Crime unit.

Sector 10: The many rumors swirling around this ultra-covert spy agency turned law enforcement division within C.H.I.M.E.R.A. boasts to be a vast and impenetrable group that has the power of a small government. Other rumors suggest it is much smaller than it actually is and is filled with highly trained secret agents that are capable of taking down groups of individuals, super powered or not, with ease. The truth, however, is probably somewhere in the middle since no one really knows how big or how resourceful Sector 10 happens to be. Whatever the truth may be, the Sector does have more than enough firepower to wage a small war if they really wanted to.

Although Sector 10 answers to the City's local government thanks to being a part of C.H.I.M.E.R.A., many of it's operations are still top secret as they take quasi-military actions throughout the city and usually without the knowledge of the city's Mayor or his approval. Sector 10 is responsible for most of C.H.I.M.E.R.A.'s black ops that are performed behind the scenes, including assassinations, covert wars and various espionage activities in order to keep the people of Century City safe from super criminals that threaten it and it's people. Sector 10 makes the hard calls that the other departments within C.H.I.M.E.R.A. either are unwilling to do or cannot do themselves. In order to perform it's job, Sector 10 recruits and trains field agents, military units to make use of heavy firepower, using cutting-edge technology and even individuals who posses super abilities such as invisibility or shape-shifting.

Sector 10 consists of only two divisions and each one is called Golems and Wraiths respectively. The Golems are men and women who wear specialized power armor that give them enhanced physical strength, speed and endurance, among many other capabilities. They basically function like RoboCop but without the cybernetics. The Golems are the face of Sector 10 and are the most visible members of the organization. Unfortunately, their numbers are few, numbering only 100 Golems. Only around 10% possess any kind of super ability or magic power.

The Wraiths make up, by and large, the vast majority of Sector 10. These men and women are the undercover officers who operate months or even years out in the field doing what they do best. All of their work and efforts are funneled to either the CCPD or their own department or the Centurions. On occasion, Sector 10 will also provide any gathered intelligence to the FBI and other interested parties on a case by case basis. It is not known how many Wraiths posses super abilities in some form, but it's estimated around 20-30% of them do. People who possess powers that are most suitable for undercover work are the most sought after individuals to recruit into Sector 10.

There is a third, much smaller unit, within Sector 10 that are called "Fire-eaters" because they have a philosophy that to fight crime is to fight fire with fire. There is only around 30 of these men and women who are carefully hand-picked super beings who have such a high degree of super abilities that they are the powerhouses of Sector 10. These Fire-eaters hunt down the most dangerous super criminals behind the scenes and quietly eliminate them or capture them for information. These super criminals are usually the ones who have repeatedly proven too much of a risk to public safety, are far too dangerous, too insane or pose such an extreme risk to national security that the Fire-eaters make sure they aren't a threat at all. Permanently. No one knows the recruiting process that is going on behind the scenes in order get these agents to essentially break the law by robbing super criminals of a fair trial. These Fire-eaters essentially act as Judge, Jury and Executioner. Worse, Sector 10 has repeatedly denied their existence when questioned and anyone who gets too close to the truth mysteriously vanish, never to be seen or heard from again.

Sector 10 employs their own Super-Hero group they call the Sector Squad which is lead by the beautiful, agile, fast and sleek heroine going by the code name of Pegasus. The Sector Squad's members are filled with like-minded individuals who have given up any semblance of a normal life in order to be a part of an elite anti-crime unit that is dedicated to saving innocent lives. To make the hard calls and live with the consequences.

The other team members are code named Manticore and Dragonel respectively. Prior to joining the team, each member was trained to put aside anything that resembled animosity and, as a result, the Sector Squad works like a well oiled machine. Deadly, efficient and silent. There is no place for any kind of petty bickering between them because such childish tendencies tend to distract them from their job and could cost them, or innocent civilians, their lives. So all of it is removed during their training so that by the time each member has completed it, no problems exist within the Sector Squad.

The Centurions: Rather then let a group of powerful Super-Heroes run rough shod over the place, Century City's Mayor and the City Council decided to incorporate them into the group known as the Centurions. While C.H.I.M.E.R.A. represents law enforcement, the Centurions are the face for the heroes that choose to use their gifts to fight crime. Founded by the hero known as Crimebuster, the Centurions handle most, if not all, the super crime that nobody else can handle.

The Centurions work closely with the CCPD and Sector 10 and each member of the team have gone through police academy, been trained and have become official law enforcement officers with the power and privileges that come with it. The group is often split up to two or three as they handle multiple cases at once as they fight the crime within their fair city. However, against exceedingly powerful threats too great for any one individual to handle, then the Centurions all team up at once in order to take down the threat.

The Centurions main base of operations is the tall skyscraper that sits right next to Century Park. The team has recently received a rather generous donation from Hawke Industries from Metro City in order to help fund the team and bankroll Century City to boot. This fund helps the team to cover their operational expenses, make routine donations to various charities and help with any building projects that are the result of any damage the team may accidentally cause during their war on crime. Out of the Centurions active membership to date, only Crimebuster, Haven, Spartacus & Leviathan remain as the original members of the group because over the last several years they have lost five members of the team either through death, retirement or other reasons.

The Centurions are, for the most part, greatly beloved by the citizens of Century City. They are very well respected and admired by many because they have saved the city multiple times from certain destruction. They aren't afraid to mix it up with the common people, hang out and talk with others when not fighting crime. The team like being approachable and safe to be around for they are people to, with desires, feelings and dreams of their own.

Only heroes that follow and obey the law are allowed to join the Centurions and are, in fact, always encouraged to do so. But other heroes may operate independently if they choose, so long as they follow the law and commit no crimes. Vigilantes are not allowed to join whatsoever as it sets a bad precedent and the Centurions are instructed to try and arrest any of them on sight should the opportunity present itself. However, given the crime situation in Century City, many heroes, the CCPD, Sector 10 and the Centurions tend to turn a blind eye so long as the vigilantes continue to crackdown hard on crime.

9. OTHER HEROES, VIGILANTE'S & GROUPS

Cyan & Indigo: This duo are independent vigilante's who work outside the law but are not a part of any known team. They prefer working together as brother and sister rather than with anyone else. Since they are very effective at combating the crime in Century City, C.H.I.M.E.R.A. usually turn a blind eye to their vigilantism, at least most of the time. There have been a few attempted arrests but each time Cyan & Indigo have proven too difficult to catch. They also happen to be very popular with the public at large.

Megavolt & Stormcloud: Known as lawful heroes, this electric duo are husband and wife who work with C.H.I.M.E.R.A. and the Centurions but prefer working alone rather than in a group.

The Gridrunners: During the Bloody Monday riots, the Gridrunners tried their best to help the Cops and Coast Guard end the rampage of the criminals. Unfortunately, when eyewitnesses placed the heroes on the scene of many dead police officers the Gridrunners were wrongly accused of being Cop killers. They have been on the run ever since and to this day cannot seem to catch a break as they try and clear their name. Despite this, the small team push on as they tirelessly fight crime and save many innocent lives in the process. They hope that by doing this, their actions will speak louder than words and someday convince the public they aren't the real villains. Current members are: Hardhand (Leader), Scatter & Gigawatt.

The Iron Brigade: A vigilante group that operates around Iron Beach. They are so named because the team pilot power armor to help them fight crime. An old Engineering genius builds, maintains and repairs the armor and everyone calls him Mr. Fixit. Current members are: Mr. Fixit (Leader), Hoplite (Field Commander), Rolling Thunder, Aigis, Warhead & Citadel.

The Nova Family: These are independent Heroes that work with the law whenever possible. They don't claim to be a part of a team but the public call them the Nova family because they all seem to be related to each other. Current members are: Captain Nova, Ms. Nova and Captain Nova Junior.

The Valkyries: An all female vigilante group, they adopted the name when the public began calling them that. By and large, the Valkyries are the most widely recognized vigilante's in Century City and the most effective. They are so skilled that they have repeatedly been offered to join either the Centurions or Sector 10 only to refuse every time the offer is made. Current members are: Elite (Leader),No relation to my character of the same name,Palladium, Bombshell, Avatar, Heartbreaker & Earth Angel.

Other Vigilante's: There are many heroes & vigilante's that prefer working alone. Some of them include the following: Amazing Grace, The Boogeyman, The Gauntlet, Hooligan, Kincave the Fighting Parrot, The Schwa, Trouble-Shooter & The Victorian.

10. PUBLIC ENEMIES

Century City is overflowing with super villains in every variety. Included here are just some of the most dangerous criminal masterminds and groups that mainly operate within the Labyrinth.

The Minotaur: With a name like the Labyrinth, it wouldn't be much of a place if it didn't have the Minotaur to go with it. Very little is known about this mysterious figure, but one thing is clear: He is NOT the monster from Greek mythology but merely named after the beast. Those who have the privilege of meeting him can obviously see the so called Minotaur is nothing more than a holographic disguise in order to hide the identity of whoever it is underneath. Any attempt to try and see through the disguise will encounter a magic spell that shrouds the figure underneath in an impenetrable darkness and is impossible to see him. How the Minotaur himself sees beyond the veil that covers him is a mystery.

After the death of the Steel Titan and the Bloody Monday riots, the mysterious Minotaur took over all the operations within the Labyrinth. Now everyone within the sub-district answers to him and him alone. Much like his predecessor, the Minotaur rules with an iron fist.

The Minotaur continues to frustrate C.H.I.M.E.R.A. because no one seems to be able to pin an identity to this mysterious figure. Even Sector 10 and it's undercover agents have been frustrated at their attempts to uncover his identity. Whoever he happens to be, the Minotaur has successfully united the warring criminals within the Labyrinth and forged them into a mighty army that is willing to live and die for him.

Not much is known about the Minotaur's powers and capabilities as he doesn't engage very often in a fight. But when he does, it is absolutely devastating to the surrounding environment or to the unfortunate soul who happens to get in his way. From these few examples it can be rightly assumed that the crime boss has immense super-human strength and a high degree of durability. But who knows what else this monster is capable of? No one knows and the Minotaur isn't telling.

  • NOTE: The Minotaur is one of my characters who is using a holographic disguise so this is NOT an NPC. Who that character is will be revealed through the course of Role-Play.

The Shadow Margin: Among all the syndicates and organizations that choose to operate in the Labyrinth, the Shadow Margin is easily the oldest. It's numerous men and women wield mystical powers that were granted to them by their leader. They specialize in history, the occult, magic, occult lore, brainwashing, torture, mind control and much more. They are rightfully feared by the rest of the criminals that surround them because magic is an unknown wild card to them and none of them know how to handle it.

  • Xian Long: This man is a wielder of magic and is quite skilled at the mystic arts. He is, perhaps, the greatest threat to the Minotaur's rule in the Labyrinth and could, theoretically, rule it if he truly desired to. Why he doesn't is anyone's guess but perhaps it is because he has bigger plans that extend beyond Century City. What those plans or, if they exist, no one knows for sure. Either way, Xian Long serves the Minotaur for his own mysterious reasons but this could change under the right circumstances. If, and when, it does then everyone will truly know weather or not Xian is powerful enough to challenge the Minotaur's rule.

The Triad: This syndicate are made up of Chinese men and women who are highly trained assassins. In Century City, they have one of the most fearsome reputations. They are also, for the most part, untouchable by the law because they are so effective at what they do. Recently, they have begun recruiting all who is willing to join in order to make it harder to spot a Triad assassin since all of them dress in nice business suits and can pass by anyone walking on the streets of Century City without them realizing it. This enables any Triad assassin to slip in and out of virtually any environment without anyone noticing. This is part of what makes them so dangerous and even C.H.I.M.E.R.A. fears them even if they would never admit it.

  • Kenan Feng is the boss of the Triad and they all answer to him. He's around 40 years old, but in great shape since he's a highly trained assassin. He typically wears fancy business suits, black hair that is slicked back and sunglasses. Kenan is like a ghost, capable of turning invisible at will and manifesting poisonous daggers in each hand from out of thin air. He's also capable of freezing things and he is quite adept at it.

Kagemusha Ryuujin: This well known Ninja clan migrated from Japan to Century City & it specializes in assassinations, spying and theft. Part of the clan's revered, and fearful, reputation is that if one finds themselves a target for assassination then suicide is far preferable. The reason is because Ryuujin assassins take their time with their targets and can wait for days, weeks, months or even years before finally ending a targets life. During this waiting period, an assassin makes it known to the victim they are being hunted and this creates in them a fear that is constant because they never know when they will meet there end.

  • Hitomi Masamune: Although Hitomi is not the top leader in the Ninja clan, she is while she operates in Century City. This actually serves the clan's purposes wonderfully because no one knows who Ms. Masamune's boss in the clan is or what they are capable of. Since she's proven to be an absolute nightmare on the battlefield, what must her master be like? To further the mystery, almost nothing is known about Hitomi as a person. She has no record to speak of and seems to be a woman that does not exist in any public database. She has been observed moving faster than the human eye can see but this isn't even the beginning of what she is capable of. Even C.H.I.M.E.R.A. fears this woman and rightly so.

The Goodfellas: Who doesn't like a good old fashioned mobster gang? The Goodfellas talk like it, act like it and look like it. At first, no one took them seriously but then things quickly changed when they proved not only capable but a serious threat to law enforcement. They specialize in trafficking stolen goods, hijackings and racketeering.

  • Mick Kaars: Mick, or Wiseguy to most, is the undisputed leader of the Goodfellas. Once upon a time, he looked like a man straight out of the mob of the 1960's. But he has since been converted into a Cyborg that makes him look more like a walking and talking robot than a human being. Wiseguy is a mobster through and through, almost as if he's living some kind of childhood fantasy in his mind. But make no mistake, Mick is as tough as they come and isn't afraid to fight anyone with the exception of the Minotaur. Wiseguy is a powerful Cyborg that is tough enough to square off even against Captain Nova himself.

The Red Menace: This group of ex-soldiers from the U.S.S.R. came to the United States in search for work. They found it in the Labyrinth when the Minotaur offered them a job. The Red Menace are partially famous for the characteristic red armor they wear into battle. Aside from acting as the Minotaur's personal security, they also specialize in discreet drug distribution, in-house prostitution, illegal gambling and more.

  • Sergei Kolikov: Born in Russia, the man known as Sergei Kolikov takes great pleasure in torturing others and is a sadistic monster for a lack of a better term. The ex-soldier has a ton of contacts worldwide and organized crime in many other cities, something the Minotaur finds very useful. However, Sergei would very much like to know who his boss really is, learn of any weaknesses, kill him and take over the Labyrinth. He would either kill the other bosses or force them to serve him. Sergei has the power to absorb the properties of anything inorganic, increasing his strength and durability. If this weren't bad enough, he can also self replicate into at least a dozen versions of himself.

Other Villains: Many more villains operate within the Labyrinth and from all walks of life, many of which possess powers to some degree.

11. PROJECT DAEDALUS

Once upon a time, life was improving in Century City and for the better. But, as the saying goes, some things are too good to be true. The scientific experiment involved the first cold fusion reactor and was dubbed Project Daedalus. It was a privilege for the city to be chosen while an army of lawyers took care of any of the legal issues involved with such an ambitious project. But just because all of these issues were worked through didn't mean that many people didn't have their doubts. Many, even in the scientific community, called cold fusion a myth and others considered the project a waste of money.

All doubt was erased, however, when the lead Scientist, Dr. Leopold Sarnhoff, demonstrated before curious onlookers that cold fusion does work when he performed a small scale experiment. He then went on to explain to his surprised audience how he did it and was even able to repeat the experiment when asked to demonstrate it again. But some people are born to be complainers and it was then put forward that harnessing cold fusion was too dangerous. Fortunately, or unfortunately, these voices were drowned out by the vast majority who were now optimistic about Project Daedalus.

After Dr. Sarnhoff silenced his critics, the City Council and Mayor immediately ordered the construction of as massive building complex in the area that later became known as the Labyrinth. The building would not only house the project but would also include apartments to provide living spaces for it's 15,000 workers, along with their families.

It took several years but when Project Daedalus was finally turned on, it worked exactly as planned. The cold fusion reactor provided enough energy for the entire city and at half the normal energy cost. Even better, cold fusion was much cleaner and created no nuclear waste. Practically over night, Century City was changed forever and became the primary research center on the entire planet.

To name all the benefits that Project Daedalus provided Century City would be a huge undertaking. But everything, at least at first, seemed to be working out perfectly. Everyone seemed to benefit from the project weather they were rich or poor. During this time, the population boomed as people came from all over the world wanting a piece of what cold fusion could provide them. Jobs were created and renovations to the city were made.

But as with all good things, everything came to an end. After six years of being online, Project Daedalus came to screeching halt. An alien visitor from another world calling herself Alpha Prime came and took Dr. Sarnhoff into her custody. Make no mistake, Century City is one of the top contenders for the largest population of super-humans on the planet and that includes aliens that are among that number. So an alien coming down from the depths of space wasn't as Earth-shaking as it would have been in the 20th century. But the arrest of of Dr. Sarnhoff was and it shocked everyone who learned about it.

As it turns out, the so called Dr. Sarnhoff was an alien himself but disguised as a human. The scientist shared forbidden knowledge with the human race that he wasn't supposed to and on top of that he was a well known galactic criminal. Try as he might, Dr. Sarnhoff failed to convince most of Century City's residents that he had turned his back on his villainous ways and turned over a whole new leaf. All he wanted, he claimed, was to end all of the world's problems but this story was dismissed as Alpha Prime was allowed to take the scientist away.

Project Daedalus was quickly dismantled when Alpha Prime called in for reinforcements and confiscated the technology they considered their own. All of this being done before the Federal Government could even react to it, which caused a firestorm of activity in the Pentagon. When everything was finished, Alpha Prime announced she would be staying on Earth to make sure there were no more further violations of the illegal use of the technology that belonged to her kind.

The Century City Police Department considered bringing Alpha Prime in for questioning and after some pressure by both the City Council and the Federal Government, this was exactly what was done. No one knows exactly what happened during Alpha Prime's interrogation but by the time she walked free she was offered membership in the Centurions where she has been ever since. This has caused a countless number of conspiracy theories, most of which are about what happened in that room. Everyone involved are very tight lipped on the matter and refuse to give any information. As for Alpha Prime herself, she has been the unfortunate subject of scorn and ridicule as many people consider her to blame for Century City's troubles, as well as what followed. But there are others who consider the alien a true hero who was only doing her job but these people are in the minority. Still, there aren't many citizens who will dare challenge Alpha Prime for fear of some kind of retaliation from her species or from her fellow team members in the Centurions. Regardless, that does not stop some people, such as S.H.O.C.K. from monitoring her every activity. Weather Alpha Prime herself has come to regret her actions when she arrested Dr. Sarnhoff, she has never said and refuses to give interviews when asked by reporters.

After Project Daedalus came to an end, Century City quickly spiraled out of control. Many businesses had to close up shop, several people who had struck it rich suddenly found themselves with nothing at all and everyone in the city suffered in one way or another from the fallout. The Council of Industry tried to pull their resources together and give people some desperately needed jobs, but for all their money even they couldn't stem the tide. Most of the businesses and jobs that helped keep the city afloat were now gone and, almost overnight, Century City was in dire financial straights. Education suffered as well with dropout rates spiking to a massive 80%! Many of the children, teenagers and now jobless adults turned to crime and the police struggled to handle the sudden tidal wave of illegal activity. Every conceivable crime one can think of hit the poorest neighborhoods, especially those that benefited the most from Project Daedalus. Society Hill was the only borough that remained largely unaffected but even it saw a spike in crime.

The Police Department was especially hit hard after the collapse of Project Daedalus and found themselves massively undermanned, underfunded and without the needed equipment to help them fight the ongoing crime problem that was getting worse by the day. Many officers either lost their jobs, turned to crime themselves or died trying to in vain to bring law & order back to the city.

Even Century City's super-heroes and vigilante's couldn't keep up with the crime epidemic because they only numbered in the hundreds. Trying to manage a city of millions with only about half the hero population possessing actual super abilities of some kind meant that they were highly outnumbered and outgunned. And sometimes they were considered as the only law around during those dark times.

The former site of Project Daedalus soon became a haven for criminals looking for a free place to stay and they went there in droves. The super-heroes, vigilante's and devastated police department couldn't do anything to stop them. The area was then renamed to what it is now known today: The Labyrinth. Ever since then, the criminal element made the place their own and it's been that way ever since. To say that Century City was hurting was an understatement. But little did anyone know, things were about to take a turn for the worse...

12. BLOODY MONDAY

It's hard to tell who, or what, started the Bloody Monday riots five years ago but the official story goes something like this: The frustrated Century City Police Department recruited all the masked heroes and vigilante's it could get their hands on because they planned to raid the lawless land known as the Labyrinth. Their mission was meant to be a simple one and that was to apprehend the top criminal mastermind known as the Steel Titan.

By and large, the Steel Titan had made a name for himself in the Labyrinth and Century City as a whole. Along with his vast underground criminal network, 10% of everything he made in illegal cash somehow made it to him. The Steel Titan had become so powerful as a criminal mastermind that he boldly proclaimed himself as the unofficial king of the Labyrinth and the surrounding districts closest to it. Worse still, he promised there would be deadly consequences if any law enforcement dared to come and challenge his claim.

The City Council had enough of the Steel Titan and decided to do something about it. Less drastic measures were not working and only served to embarrass the police department. More extreme measures were needed to take down the top criminal who declared himself a king. The City Council reasoned with themselves and the police that if the Steel Titan was taken down, those serving under him would scatter. The crime wave that was sweeping Century City would be cut by 50% and perhaps make other criminals think twice before trying to replace the Steel Titan. It was kill the head, the body dies mentality and it was a good idea in theory. But in practice, things didn't turn out the way the City Council and law enforcement had hoped.

When the Steel Titan decided to host a meeting between himself and the other criminal organizations within his armored stronghold, this was the night the City Council and the Police Department decided to raid the Labyrinth and not only arrest the would be king but the other criminals as well in one fell swoop. This plan might have worked too if it wasn't for all of those corrupt cops that told the Steel Titan about it. A trap was set for the Cops and everyone dug in for a long night of killing and mayhem.

The raid happened on a Monday night as planned but the Steel Titan and his men were ready for the Police Department and the heroes helping them. By the time the dust settled, ten square blocks in the Labyrinth was completely flattened. And although the Steel Titan himself and most of his men died in the battle, he took many police officers and super-heroes down with him with a mini nuclear bomb he had been saving for a rainy day. Before the raid the criminal mastermind had attached a dead man's switch to his heart so that if he died the bomb would instantly detonate. The Police, along with the heroes, on the scene never knew what hit them as most of them died from the resulting explosion and those that didn't succumb to the embrace of death were heavily injured.

The bomb the Steel Titan used was, thankfully, an ultra-clean model so there was very little nuclear fallout from the explosion. But the crater the blast created still remains five years after the incident. A constant reminder of not only the lives that had been lost but also of the desperation the criminals were willing to go through to keep a firm grip on the Labyrinth. When news spread of the Steel Titan's death, the surviving criminals took to the streets and spread out all over Century City as they started rioting. During the next three days, it was pure madness and chaos as the city was plunged into pure anarchy. It took the arrival of the National Guard and an entire week of intense fighting to put an end to the riots. While Bloody Monday was finally put to an end, Century City is still suffering to this day because of it.

In the aftermath, the old Mayor was forced to resign along with his entire staff. New elections were held and Dwayne Zardona was sworn into office. Unfortunately, the President gave the new Mayor an ultimatum: Restore law and order in the next five years or Martial Law will be declared as Project Overlord takes over.

13. THE MAYOR

Mayor Dwayne Zardona may not have been born in Century City but he has lived within it's confines since he was three years old while his father worked in the Labyrinth until he was layed off of work when Project Daedalus failed. Rather than face the shame of unemployment, Dwayne's father grew despondent before taking his own life with a gun shot to the head.

The tragedy of his father's death changed Dwayne forever and would permanently leave a mark upon his life that he would never allow himself to forget. He made an oath shortly after his father's funeral to never give in to despair no matter how desperate things got or how bleak. It is the drive to never give up that has made Dwayne the man that he is today, a man who does not accept failure and will always find a way to push forward through the muck and filth that stands in his way.

Dwayne went to law school and earned his degree before becoming a hard nosed lawyer as he worked from his law office in Silver Hill. Smart, dedicated and uncompromising, Dwayne earned the reputation of being a stubborn attorney who never rested until he successfully put many a criminal behind bars.

Century City was in ruins after the Bloody Monday riots and the local Government was a beehive of activity as the old mayor was kicked out of office before a replacement was immediately sought after. Seeing an opportunity to serve the city he loved, he accepted the offer to become the new Mayor after it was suggested he take the chair. Dwayne easily won the position and beat his opponent before he took his oath of office before finally sitting down in the Mayor's chair. Unfortunately for him, he it would be in the middle of a mountain of problems that needed a desperate fix.

The Mayor's first, and most immediate, problem was to rebuild a city in ruins and then get a firm grip on crime before the Federal Government declared martial law. Pleading his case, he managed to buy the city five, maybe six, years before Project Overlord would be implemented. If the Mayor failed to deliver on his promises, then the Federal Government would sweep into the city, declare martial law and occupy it until law and order was finally achieved. To prevent this from happening, Mayor Zardona tackled the city's problems headfirst.

The first step in the rebuilding process was convincing the Council of Industry to front the cash necessary to rebuild Century City and this they did on the condition that the Mayor pay them back after his term in office ended. To date, Dwayne has not kept his word with the debts he owes because he reasons that there will be time enough to focus on that once the city gets back on it's feet again.

Desperate times call for desperate measures and this is exactly how Dwayne has been as the Mayor of Century City. Time and again he has ordered the start of grand rebuilding projects with little or no approval from the City Council. To his credit, the Council has mostly turned a blind eye to Zardona's political maneuvering since the results have been more than impressive. Dwayne has proven to be an adept leader and has boosted his confidence, something that he never really had before when in a role of authority. On top of this, he has proven quite capable of somehow procuring any additional funds from various governments, companies and private investors.

So far, Mayor Zardona has managed to stop the bleeding effect and fixed many of the problems of Century City. But his job is far from done. With only around a year to go before his first term is over, he has stepped up all of the rebuilding projects that have been going on for several years now. C.H.I.M.E.R.A. has been founded and given to Director Anja Balisong in order to handle the crime problems, which leaves the Mayor to focus on what he does best.

Unfortunately for Dwayne, time is quickly running out. He feels that in order to achieve his goals it will require at least another term as Mayor. If the Feds take over and Project Overlord is put in place, Zardona believes they will strangle the city in so much red tape that nothing will get done. All progress on rebuilding the city will come to a screeching halt and all the efforts the Mayor has accomplished during his term will crumble apart into dust. The only card Dwayne has left to play is pointing out this fact to the the Federal Government when the time comes. Should this work, it will buy Century City the time it needs. But on the flipside of the coin, if Zardona's plan fails then the city could face armored tanks as they enforce the law at the end of a 105 mm cannon.

While Dwayne Zardona's way of handling things may be rough with accusations of abusing his power as the Mayor, no one can argue with the results that he has achieved while in office. Because of this, his approval rating sits at a solid 76%. The Mayor is doing all he can to do what must be done, including making some pretty hard calls and the majority of citizens of Century City respect him for it.

14. PROJECT OVERLORD

Even before Bloody Monday, Century City was plagued by crime waves that swept over the city like a tsunami. The people lived in perpetual fear, wondering if they would live to see tomorrow. But ever since Bloody Monday occurred and Mayor Zardona took office, C.H.I.M.E.R.A. has declared a war on crime the likes of which has never been seen. An aggressive offensive has been undertaken to send the criminals packing and to send a clear message: Leave Century City or be prosecuted to the fullest extent of the law.

The city has seen many positive changes as a result of the accomplishments by both Mayor Zardona and C.H.I.M.E.R.A. Where once there was organized crime in every borough and sub-district, now there is none with the exception of the Labyrinth. Corruption has been rooted out and crime has been decreasing for the first time in twenty years.

Ominous signs point to Project Overlord, however, and if the Federal Government has their way then martial law will be declared in Century City. The U.S. Army will take over while C.H.I.M.E.R.A. is effectively dismantled and discarded as a failure. Any super-heroes willing to work with the Feds will be given limitless powers. This means that any hero will no longer need search warrants when breaking into a suspected criminal's home nor read anyone their rights when arresting them. More importantly, so long as the law is not broken then the heroes can take any actions against such criminals provided innocent civilians are not put at risk. And while C.H.I.M.E.R.A. currently cannot take the risk of patrolling the Labyrinth for fear of dire repercussions, the Feds who put Project Overlord into place will have no such qualms about besieging the place. Should it come down to it, the Federal Government is perfectly willing to blow the Labyrinth away with nuclear fire if it means getting rid of the rampant crime problem that has infected the district. Better to live with the consequences of civilians suffering from radiation poisoning rather than letting super criminals have their way.

If martial law is declared in Century City then that means all the rebuilding projects will cease. The military will not care about anything Mayor Zardona has managed to accomplish during the last four years. The military will occupy the city until the President gives the word to move out. But by that point, things will have taken a turn for the worse for Century City. Over half it's residents will end up moving to other places for fear of another take over by the Federal Government. Businesses will close down and thousands of people will lose their jobs. Century City will then plunge into an economic crisis as it slowly decays into ruin before finally becoming all but a ghost town. Mayor Zardona is desperate to prevent such a scenario from playing out and is doing all he can to prevent it. Only time will tell if he succeeds...

RULES

Rule 1: No destroying Century City, please. I’ll allow small scale destruction, but anything larger than a building being destroyed requires my permission. Please direct all PM’s to @paragonxxx. If I do not respond in a day or so, then the answer is no.

Rule 2: Please don’t destroy, or do hostile takeovers, of any of the main businesses or corporations without my permission. If it’s a player owned business, then please ask them if it’s okay with them. And if you want to steal something, please don’t walk through all of the defenses, police force, etc, as if they are nothing. Sell it properly please.

Rule 3: This is for the villains out there. For story reasons, please no conquering Century City and being it’s ruler without permission from me first. Same goes for any of the districts and sub districts.

Rule 4: The Labyrinth is under my control and that means NPCing the criminal masterminds who control it (especially the Minotaur). If you want to NPC any of the criminal masterminds, please ask me permission first. Taking over or wiping out the crime within the Labyrinth can be attempted but please inform me before you do so I can mount a defense against it. If you want one of your characters to be a criminal mastermind who operates in the Labyrinth then feel free to do so, but I am limiting these positions to one per player.

Rule 5: The Mayor of Century City is my NPC and is controlled by me only. Please treat him as if he were my character so no NPCing him without my permission, auto-hitting or killing him.

Rule 6: No auto hitting, no Godmoding, no teleporting, no moving Century City, etc, without my permission.

Anyone may come and play here, set up their own business, be a hero, be a villain, etc. Century City is open to all.

No one really knows what goes on inside the brain of a coma patient. One man claims to have been in a coma for over a decade but was aware of everything going on around him. Another man claimed to have lived another life, got married and had children before he woke up to a harsh reality where his family never existed.

For Ethan Durant, the only thing that exists for him is the world of dreams. Shattered memories of a happier time play at his mind like a cruel mistress of the night. He remembers the accident that took his family but he refuses to let them go.

It is rather lonely in comas. Darkness seeps in, surrounding Ethan from every side like a thick blanket when the dreams aren't there. With the darkness comes fear because people tend to be afraid of what lays beyond. But then something happens. Ethan speaks a magic word and with it, he's changed. He's no longer afraid, not when he's this powerful. Strong enough to shatter a mountain and shrug off bullets as if they were annoying bees.

But this time things are different. It is not Ethan who changes this time around, but his sister Emma. Like a mighty amazon from ancient myth, she places her hands on her hips and turns her head from side to side, looking at her reflection in the mirror, "I know. I'm breathtaking."

Emma has always adored her appearance, taking a bit too much pride in how beautiful she thinks herself to be. Sometimes such things aren't just a matter of selfish pride but simple facts. Or so she thinks if one were to ask her.

Emma likes her new outfit, it suits her. The lighting motif on her chest is a nice touch and red has always been her favorite color, along with gold. And after admiring herself in the mirror, she takes off through the window in a burst of electric light and the characteristic KRA-KOOM sound that follows.

Soaring high above Century City, Emma giggles as she takes the time to enjoy this feeling. Flying with nothing but air beneath her and whipping through her lovely cinnamon brown hair is like nothing else in the world. No words can properly describe it.

That night, Emma is a whirlwind of activity as she trains more on how to use her powers before fighting crime. It's not the first time she's appeared and the media is starting to love her. She loves them to in her own way. And why shouldn't she? She protects them with her brother, the mighty Captain Nova. Odd that he's never around when she is.
