Millenniums ago, the country of Arcadia was a prospering, utopia nation. Living in harmony with nature and at peace with one another, blissful solitude far below the chaos and destruction of the surface. Until one day, a tyrant was born. His true name was lost in the chaos of time, yet his legacy was to forever shape the fate of the unprepared lands.
Due to the lack of conflict both internally and externally, Arcadia was an almost pacifistic nation. A mere five hundred men carried weapons out of an astonishing population of over three million.The tyrant was named Ortheox by historians, the word meaning "evil" in the ancient lost language of early Aracdia, he was considered a sick man. A man which only knew of death, and destruction. He was born of good noble parents and attended a safe, gentle school, as did all. And yet he turned out differently. The true cause of his tyrannical behaviors was never established, some say that a foreign force influenced his mind, paving a way to the destruction of the Utopian world, although this was never verified.
Ortheox, however, was not alone in this world. He had a brother; Archelaus. A brother, which would eventually strike him down. Slowly Ortheox with both his twisted mind and mangled morals climbed to the top of the Arcadian political ladders. For he was the first corrupt official in the lands, using violence, threats, and intimidation and even blackmail to ascertain his power. None stood in his way, for the nation had no concepts of war -- They were peaceful, naive and almost innocent to true brutality. Due to the nature of their race, all Atlanteans live for hundreds of years. Ortheox took advantage of this fact and slowly engineering and influenced national policy, slowly yet surely brewing a more violent culture. The start of the end for the once great utopia of Arcadia . It wasn't a surprise when a scholar tasked with logging city records of hospital visits uncovered the gradual increase of violence within the city. Slowly but surely he saw a rise, and it disturbed him. Seeking the King, the scholar was tasked by his highness to seek out the cause of the increase, a type of social study to try and establish how to prevent it from furthering. Three years later, it was traced back to Ortheox. As the three years of investigation passed, unknown to most, Ortheox had amassed a mighty following of galvanized men and women to lay a coup on the capital and seize power. However, just before this event surfaced, the scholar told the King of Ortheox's doing in causing unrest, the King quickly acted on this information and sought to arrest the traitor, and on the same day... Ortheox staged his coup upon the capital. It was a deadly battle and one which Ortheox won, the King and his most loyal followers were executed in front of the masses.
This caused even more unrest. And more, and more.
In the end, there was another war. Those who supported Ortheox (who wanted to expand the empire out of the ocean, and become more aggressive after generations of boring peace) and those who wanted to keep the peace, and protect Arcadia from the outside world. Unfortunately the only way to maintain that peace was to fight for it. The following civil war lasted over 100 years, in which many people died; starved, and were enslaved by the opposing sides. Archelaus stood against his brother, and fought him in the final battle for the throne. Slicing his kin through the heart with his golden trident in a triumphant battle, he claimed the throne and swore to protect and weave together the damaged nation -- Making it strong once again. He was proclaimed Archelaus the Greats for his heroics during the war, and become the first Emperor of the New Atlantic empire, an empire which had stood till this very day.
Modern Day Arcadia
Arcadia is known for being an international trading port, these serve the realm underneath via trading channels with the outside world, it is not always a nice nor safe place, pirates habitually roam the outer skirts of the area, although they are mostly warded off by the Arcadian Guard. The area also houses the realms immigration quarters which is responsible for allowing foreigners to and from the underworld, there is not a big checking process, merely using a database, checking an individual's credentials against intelligence agencies and hoping to flag up any suspicious activities; if rejected, one would be turned away from the empire. There are less legal ways to enter Arcadia, yet they are far and few, and being caught trying to trespass illegally does carry immediate execution, on sight, or after capture as necessary. When one approaches the surface via either helicopter or boat, they will not miss the sight of the gigantic statue -- Made of an unknown metal, it was once said to gaurd the realm from intruders. Others say it is a titan, frozen by ancient magic and forced to appease the masses with it's sight as an ultimate punishment for it's sins. If one manages to pass the immigration control and is granted access to the Atlantic Underworld, they are ferried via a single way which is heavily controlled; by a transport system somewhat like a train, from the surface to underground travelling at hyper-sonic speeds, the surface to the underworld takes around fifteen minutes exactly.

Military and law enforcement;
Arcadia has a strict code of law, break the law, and you shall be punished accordingly. An eye for an eye however, is not the way. Rather, individual's are usually sentenced to carry out unpaid work as a prisoner for extended periods of time due to their inherent longevity of hundreds of years. If one is caught for theft, they may get 10 years in prison. If one is caught assaulting, a longer sentence as necessary, the only life sentence which stands in Arcadia are for individuals whom have committed crimes far too heinous to ever let them roam society again -- They are placed in an area known as the pit, guarded by the Royal Atlantean Military officers.
The law enforcement is carried about by the Royal Military Police, a sub-division of the military. They are tasked with everyday peace keeping and other duties attended to by the police. They are commonly sighted roaming the surface area and trying to combat the rise in pirates and smugglers alike. They are skilled warriors, perhaps not the most skilled, but proficient in hand-to-hand combat and verbally deescalating situations. Their uniform varies from distract to distract, but they are usually spotted via their large silver spears, only the RMP (Royal Military Police) are allowed to carry weaponry in the city as standard.
The actual military is comprised of mostly naval marine units, the Royal Atlantean Marines. They are perhaps the most well trained and versed marine-type units in the modern world, having trained and literally lived in the water their entire life. They are also very skilled on land, each RAM (Royal Atlantean Marine) being picked from birth as part of a gift from the royal families, they are awarded the best armor money can buy (bulletproof from conventional fire). They are in possession of the standard Atlantic weaponry, spears etc, however, when on land, they use more conventional weaponry such as rifles, although, due to their enhanced stats why would they use a gun? They are faster than bullets themselves, their sword/Tridents are far more potent.
Technologically wise, the Arcadia army possess some of (if not) the best naval combat capabilities. They have not adapted to the water, rather, they were molded by it. Their sonar/radar scrambling technologies render them virtually undetectable, due to knowing how to effortlessly send waves through the ocean with their own technology to disable opponent equipment. A commonly used weapon in naval warfare is taking advantage of how potent underwater shock-waves are in comparison to when utilized on land.
In an explosion surrounded by air, the atmosphere will compress and absorb some of the explosive energy. This decreases the lethal range of the explosion. Water, however, is often described as incompressible.
Technically, it can compress, but it takes a massive amount of pressure to apply a small amount of compression. This means that in an underwater explosion, the surrounding water doesn't absorb the pressure like air does, but moves with it. An underwater explosion doesn't propel objects through the water nearly as far as a surface explosion throws shrapnel because of the drag water exerts on objects. However, an underwater explosion transmits pressure with greater intensity over a longer distance, and this boon is used for naval warfare by the Arcadian's, they have devised technology which can literally shatter metal into scraps.
The Royal Arcadian Cohort
These are by far the most experienced and skilled warriors, nearly all of whom are over 500 years old and have served in the military for just as long. They are tasked with protecting the Emperor with their life, they are the peak of Atlantic physical conditions. Effortlessly outpacing bullets, religiously training for hours per day when not protecting the King, and able to dent tanks with bare-fist punches. They are deeply loyal, serving till the last breath.
