I personally think it depends on the poster for example

as you can see this poster is very marketing driven there is very little room for artistry since it's just a picture of Bradly Cooper in a chef uniform in a kitchen.
in this poster the artiest took his time and really developed the poster. there are plenty techniques used in the poster and it's not just photo shop.

It's about grabbing the consumer's attention and fulfilling their needs via promoting and selling the specified product.

I think it depends, sometimes its obviously there for just marketing, but sometimes (mostly back in the day) they could be just as much art since you could tell the artist actually put effort into making it.

The function generally leans more towards marketing rather than art, but the two aren't mutually exclusive at all, and there's inevitably always some component of both.
