Tough matchup, I need to read more of Watcher's debates to judge but from what I've seen he could win. They're both very good.

Ghost, Watcher seems really impressive but a lot of his competition is quite weak, as compared to Ghost who was regarded as pretty good and had a far more uphill battle with having to defend Hulk in a era where people thought he was sub any high tier.
