At first I thought 1986's Big Trouble in Little China or 1988's They Live, but then I remembered they already are masterpieces!
So I am going with 1987's Masters of the Universe.
Creators who are capable of creating masterpieces can usually manage to do it on a small budget as well, so I imagine the cases are rather few.
Well this isn't a b-movie, because the project was abandoned two years ago: it was too expensive and too time consuming for only a man; but nevertheless it astounding.

Even as a kid when I watched it I assumed they were mouse-ish people.
Damn I had to go watch the trailer and now I want to watch the movie again with no way to do it.
