SF wins if they have the initiative (intelligence and preparation), their training and organization are more versatile as a combatant.
Also they have access to a wider variety of weapon system (some of them underhanded like anti-personnel landmines)
SWAT planning are often impromtu and are largely assault/apprehension oriented (they aren't really trained to defend a position from assault).
Their weapon of choice are typically those kinds that limits collateral damages.

Again proof? Many full-time SWAT in the busy cities like LA, Detroit, Chicago, and especially Houston have way more combat experience than many SF just due to the nature of the business
this is a tough question because a lot of retired warfighters either go into law enforcement or private sector so a SWAT team could very well have skilled operators
The outcome would depend on several factors, but in most scenarios a Special Forces A Team would defeat a metropolitan city's SWAT team (let's say LA's) in force on force combat 8 our of 10 times. The 2 times would be in close quarters combat in a building where SWAT teams train and operate the most extensively.
As has been mentioned, Special Forces teams are typically better equipped, better trained, and have better on site logistical and tactical support. Furthermore, while they do kill when they need to, SWAT teams train to subdue and arrest. 9 times out of 10 Special Forces soldiers are just that...soldiers. They're trained to kill.
With (until recently) the operations tempo of the conflicts in Afghanistan, and more recently in Western Africa, most given SF teams will have a similar or greater level of operational experience as LA SWAT teams.
This of course assumes we're just talking about a "normal" SF A-Team, not an element of a Delta Force Squadron. SWAT can just give up in that case.

Special Forces by quite a large margin. Swat is basically a militarized police Officer with additional training in specific scenarios.
Special Forces extensive training, covert missions with hardly any outside support, and insane requirements make these guys the best of the best.

I actually used the wrong term. I should have said Delta Force "Troops" A "Squadron" is a unit containing 75 to 85 operators, and is typically broken down into "troops" of 25 to 30 or so operators. Within the squadron two of these Troops would be dedicated Direct Action/Assault teams that would be most closely like police SWAT teams. (There are also 4 to 5 man sniper Troops); however the level of training between the Delta operators and any SWAT team you can likely name (I never say never) is vastly different.
The little I (or most anyone outside of reading books) or anyone else knows about Delta operators training include weeks and months of "kill house" training; constant marksman ship training in all sorts of conditions (especially pistols, but they become highly proficient in a wide variety of weapon systems); state of the art surveillance, breaking techniques, hostage rescue; and the reasl world application of these and other skills on a constant basis over the last twenty years. "Regular" Army Special Forces are high speed enough. Delta is a whole other animal.
