If someone’s brain could receive and process information from the bodies nerves at 10x more speed then a normal person, would they constantly perceive the world as being in slow motion compared to a normal human?

Yes . Example , Superman's brain millions , billions times faster than humans and he can use his intelligence only with super speed.

Such as Lois Lane in the hospital at New 52 part ..
