If you mean we as in the whole world. Yeah, some militant group somewhere will eventually park a nuke somewhere and set it off.

If you mean will our own country do it as part of a government action. No, that would turn everyone in the world against you and get you wiped out, possibly everyone else too.

It's unlikely because any country who actively uses nukes would get destroyed almost instantly. A nuke isn't a rogue state or a terrorist ideology, it's something that could destroy land for generations.

There are 2 unwritten rules of the modern world:
