Yes she is. Diana uses her skills in combat all the time even against characters she clearly outclasses. Witers have never forgotten she is a martial artist. It's not her fault that she doesn't fight like a one dimendional brick. That doesn't make her weaker than PG. No, she is not. . Diana was getting owned and only won in the end due to her superior combat skill and amazon training, which Diana herself admitted.
It think the last time Power Girl and Wonder Woman met was in issues 40 & 41 of Volume 3.
"She's at least as strong and as fast as I am"
In panel 4 of this page Diana admits that they have equal power.
In the next pages Diana puts on a clinic and deconstructs Power Girl with ease as shown in the scans agent41 posted.
That said, the popular understanding is that Superman and Wonder Woman are #1 & #2 in the DCU as far as raw strength goes.
