Xerx Lugner is the current Vice-captain of the Purple Orcas Squad, therefore he is technically a 1st Class Senior Magic Knight, just one place below the captains. This means that he is by definition a strong, competent and an effective magic knight, and considering that he is a nobleman, his magic power is greater than most of the people.
Xerx is a user of Ice Magic, which allows him generate and manipulate ice.
Throughout the manga he has only used one spell, the Ice Slicer, which creates several spikes of ice.
This may seem like an anti-feat due to how the fight played out, but when the power of his spell is doubled, it can leave someone severely injured.
It seems that all mages can use Mana Skin at some extent, which is a mana technique that protects the user from harsh environments while increasing their physical capabilities.
Elf Form
When Patry resurrected all the elves, the possessed mages gained an enormous amount of power, as the elves are known for having huge mana reserves and a greater power than humans. This allowed Xerx to surpass even royalty's power, and consequently, become a dangerous threat to the Clover Kingdom.
It should be noted that all elves are loved by mana, which basically means that mana itself favors them, as they possess extra big mana reserves and can control it much easier than the average individual.
Thanks to the elf's power, the Ice Slicer could create much bigger spikes.
Elf Xerx could also use his ice magic to immobilize people.
His ice defense was strong enough to block Magna’s fire attack.
Alongside two other elves, he easily defeated several magic knights.
When he combined his power with two other elves, their attack was powerful enough to put on danger all the people of Hecairo, which is the greatest town in the common realm.
Thanks to his overflowing mana, he was able to use a much stronger version of Mana Skin, as he could generate a really dense barrier around him to prevent weaker mages from using their magic effectively.
Note: When the elves were exorcised, the possessed mages retained a little of the elves' vast power, which boosted their magic to a certain level.
Conclusion
There is not much to say about Xerx, but it seems that he is a competent knight despite his abusive nature, yes, he was stomped by Zora, but looking at it from Xerx's point of view, it's not every day you come across a peasant who can return your attack in an instant, after all, Zora is a trap magic user, he focuses on outsmarting people and taking them by surprise. Xerx is not that important to the story, but it would be cool to see him again.
