The date in which the change occurs is the current one. The cause is simple. A strange bluemist(obviously of unknown origin) from outer space reaches the Earth, and covers the entire planet for a whole week. After that period of time the fog is completely dissipated, but the humanity was changed forever by it. Every human being on the planet now has the biology of an Asari, with all the physical stats, abilities/powers, and weaknesses of this species. To be more specific, everyone is now at the current power level of any canon Asari from the mass effect series. The powers work the same way that in the series.
