Bucky deserves his chance at redemption. He was victimized by Hydra and he's fought for his country in World War II and his world in the conflict with Thanos. If nothing else, he's earned the right to prove he's not the monster Hydra tried to make him.

He has the supersoldier stats just like Steve's and also presumably Vibranium arm.

I don't think he thought Bucky was completely deprogrammed at that point. Also having a former brainwashed terrorist responsible for assassinating several figures of power as Captain America wouldn't be good for the government's image at least for the more accessible to the general public MCU.

Bucky is a former terrorist and assassin whose identity is known to the public. He was brainwashed and it wasn't his fault, but he is still a known killer to the general populace. I'm not even sure if it was revealed to the public that Bucky was brainwashed. Out of the two, Sam was just the better fit at the moment.

@blueshoecant: the real reason is Bucky was an assassin for years and years. Killing innocent people and Vips alike. Yes he was under mind control but he still did those things. Now both are his Best Friends why not choose the best friend who has always done the right thing vs someone who was corrupted.

Another possible reason I'm not seeing brought up is that both Steve and Bucky are from the WWII era. Yes, Bucky has been brought out every now and then over the years to do jobs for Hydra but he wasn't exactly aging with the world around him. Sam is a soldier who was born in the modern day and by that alone he has a different perspective than Steve and Bucky do. He has different ideas of how Captain America can help people and Steve has know Sam long enough to trust his judgment.

What was the point of using Bucky if they weren't going to have him become the new Cap?? The character is literally known for being Cap's sidekick that dies, comes back a Soviet assassin (we can't mention communists in the MCU so he was Hydra assassin) and eventually seeks redemption as the new Captain America. They even made a big deal of signing Sebastian Stan on for 9 movies after he originally auditioned for Captain America. Seems like a big play for a character you were just going to keep around in a supporting role (standard contract was for 6 movies).

Don't think Bucky is well enough yet to inherit the mantle. Not to mention that the world still knows him as a terrorist, doubt they would accept him as the new Captain America.

Is Falcon's choice diversity driven? Yeah I think it is, partly anyway. But I do think that at this point, out of these two, he seems like the better choice. Although if you ask me, retiring the mantle would be a better idea but anyway.

Big deal. It was big part of his character in the comics that he did all these sinister things under mind control and had to ultimately redeem himself. They could have done this in the films, and judging by some behind the scenes details they probably planned to, but, they had to appease the diversity gods after they made Captain Falcon in the comics so they won't get slandered for being racists.

Maybe they'll set up for an event where Bucky and Falcoln fight for the title. Let's be real though Bucky shouldn't get the title and no one in their world would want him to have it.

He's a former terrorist and everyone knows it. If he gets the title any relationship with Wakanda ends. Captain America can't be an assassin, he has to be a guy who fights for peace before going to war. A Soviet killer isn't going to be welcomed by the public or world.

Realistically, it would be controversial having the wholesome image of Captain America being associated with assassinations and terrorism from Hydra and Soviet Russia. Keep in mind we live in a culture where your entire livelihood could be ruined by a tweet from 10 years ago. You really think that within the context of the world we live in today, that society would let Bucky take up the mantle without controversy? And considering that Bucky is super introverted, I don't think he wants that headache. He trusts Sam, and he trusts Steve's judgment. He can make amends for his past crimes without being Captain America and essentially creating a publicity nightmare.

It's really not that hard. I understand that Bucky is the first to take up the mantle in the comics, but that required some set-up the MCU didn't bother to go though at the time. Maybe the upcoming TV show with Falcon and Bucky will end with Bucky taking up the mantle.

It's about personality to be fit of being Cap. Steve became one (and also getting the serum) because of his personality. Falcon simply just deserved it more for being more alturistic, more Cap-like, compared to someone like Bucky.

Being Cap is more about leadership and representing a set of values. Bucky may be physically superior, but he's less like Cap in personality and leadership.

It will also be a better journey for Bucky's character to become Cap later after rehabilitating himself, both in the eyes of the world and himself.

There's a difference between being a leader in an organization that performs assassinations, espionage, and covert surveillance; and being the symbol of peace/hope for entire nations.

Bucky is not the choice to be that symbol. Neither is Black Widow, or Tony. This isn't about picking the best fighter, it's about picking the best personality to be a public figure. Bucky just isn't that figure.

You can't have Jack the Ripper be a Captain America because he was just out of his mind and now want to save people. The name is a symbol of hero, peace and trust for people, and that would be faulty if he became Captain America.

Bucky should have got the shield. Even if he wasn't the "best choice", it would have been a more compelling arc watching him grow as Cap.

Sam should have remained Falcon. He built his own identity but apparently it wasn't important and will now be known as black Captain America, smh.
