I'm just having a bit of a muse. I read a fair amount of Batman and have long ago accepted that he avoids killing even though he has one of the nastiest villain lists around. However, I was wondering how those villains managed to survive the police? The majority aren't superhumanly durable and some stray bullets, fired by a nervous cop (as happens in the real world) would end quite a few of them. Also, considering what a criminal hole Gotham is, I would expect the majority of it's citizens to also be armed. The smart ones, would be trained. Again, a few panicked shots ought to end quite a lot of Gotham's problems.

Others already pointed out the writers reasons. An in-universe explanation (although far from perfect) could be that a least some of Batman's villains are skilled enough to avoid gunfire or at least lethal hits.
The more urgent issue would be how the hell the Joker is still alive in the DCEU, where he has killed Robin and despite this universes' Batman being old, brutal and punisher-like. :D
because Gotham isn't Baltimore.
