Have you actually read this issue? in this comic they only use the laser guns on like three pages and Johnny makes a point about the FF not needing weapons, so far from being a sincere and foolish attempt to turn the FF into 4 Punishers it's actually a friendly jab at X-Force and it's fans, this issue is a response to criticism that FF received regularly at the time that FF was too old fashioned and dated. Paul Ryan the artist on this issue (a traditional style artist) and Tom DeFalco the writer were both criticized by some of the edgier fans for being too 60s/70s and this was their light-hearted response.

the 90s was actually one of the most self-aware eras in comics rather than being out of touch.

The 90’s is when the speculation market exploded. There were a lot of gimmicks which overshadowed the good stories and advances in comic creation. The independent market moved closer to the mainstream and thanks to imprints like DC’s Vertigo and publisher Image Comics, comic creators were able to own a piece of their own creations. I think people focus too easily on the trashy-flash, poorly drawn, laughably written books than the gems the decade brought us. Hellblazer, Morrison’s Doom Patrol, Sin City, Preacher, Hellboy, Kingdom Come, Miller’s Daredevil The Man without Fear ‘93 miniseries, Jeff Smith’s Bone, David-Keown Hulk, Batman The Long Halloween, Ostrander's Spectre, Robinson's Starman, Weapon X by Barry Windsor-Smith, Moore’s The League of Extraordinary Gentlemen, Allred’s Madman and most of Gaiman’s Sandman.
