I voted Doomsday, atleast with Surtur you have clear awareness of exactly where he is. With Doomie you would just hear the damage he's doing as he gets closer before he's right before you charging up a heat blast. Plus he looks like the Boogeyman.

Surtur isn't scary. Actually I found him to be kind of sad. The poor guy got wrecked by Odin so bad he was left this tiny broken thing. Lives for thousands of years so he can finally bring about Ragnarok.

.... Only to find that Ragnarok didn't mean anything and all the people were already safe. All he accomplished was the glorified version of knocking over sand castles while thinking he was this great terror. The guy never even realized there was nobody left to destroy.

Sutur was an ineffective villain who literally only got to destroy Asgard because Thor wanted him to take out Hela.
