Can be based on Feats or your opinion, doesn't make a difference to me.
Who's more dangerous, an Evil Batman, an Evil T'Challa or an Evil Tony Stark?
Evil panther since he is the ruler of a country
Batman is the ruler of the multiverse.
Even accounting for feats, it's all just a matter of personal opinion.
That said... I'm going to have to say Batman, if Owlman is any indication.
Batman. Owlman, Prometheus, Deathstroke. There's plenty of indication to what an evil Batman would be capable of.
Evil Tchalla could do anything. He is the richest superhero ever. He is worth hundreds of billions to trillions of dollars. He has an army in his country ready to fight with him, and he is one of the smartest men on Earth in Marvel. He is easily the most dangerous. He could create so many dangerous weapons and suites with his vibranium.
Evil Stark would be next considering he has built a suite that challenged hulk even during world war hulk. He made a suite that made King Thor break a large amount of sweat. Iron man could build an army of Iron men and build himself a suite made of vibranium and adamantium combined.
Batman does not have the potential as the other two do. Panther has an army, 100 times more resources, and boat loads of nigh - indestructible metal in his back yard. Iron man is easily the best engineer here and has built nigh - indestructible suites before.
T'Challa. He has, for all intents and purposes, near limitless resources, which is mostly comprised of the most versatile metal on Earth. He's one of the smartest men on the planet, and I'm sure he has come up with ways to try and takedown most if not all of Earth's heroes/villains should it come down to it. Add on the fact he has an entire country with an army backing him, and that'll make him more dangerous than the other two.

Stark would be the most individually dangerous, but T'Challa has an entire country to back him up, so either of them are contenders.
Lol at the people saying Batman.
To be fair they're referring to his Evil Counterpart OwlMan, he was on the verge of destroying the Multiverse.
Evil Black Panther imo
Evil Batman if we consider Owlman who wanted to destroy the multiverse
batman based on injustice and he was good there (but still he was manipulating every one) new gods, lantern corps, trigon ....etc then there is each time he fought the justice league (or owlman as stated-earth3).his prep is of a different kind than the other two he isnt building a weapon he will just have every one kill each other will he flirts on the beach

Tony Stark easily
@slayz: was that Bruce Wayne? If not how would we know he would do that? Feats instead of speculation
@saberscar223: Because it's obviously intended to be the depiction of Batman as an evil human being. That's the whole point of Owlman.
If you're going to break this down into semantics, then this discussion is worthless since the actual Batman, Panther, and Tony would never turn evil in the first place.
The guy who had armors that can take on WWHulk and Thor, I think there was a cartoon episode like this (maybe it was just Ultron using Tony's suits) and he was unstoppable.
@all-father: No evil Peter Parker?
@the_stegman: Aaah yes, Crisis on Two Earths. Back when the DC animated features were great. I miss those days
owlman does not equal batman for this argument. you could say that batman COULD act in the style of owlman (since the characters are obviously intended to be opposites in a sense), but to state that batman automatically accomplishes the same thing is a bit ridiculous. otherwise, why not just argue lex (evil tony) vs owlman (evil bruce) vs flashpoint aquaman (evil BP)?
@prospero_locke: Because Lex isn't evil Tony and Flashpoint Aquaman isn't evil BP.
@slayz: well me picking the wrong characters completely derails my concept that they aren't the same characters...*sarcasm* unless im mistaken, owlman isn't bruce wayne so my point still stands
@prospero_locke: No, your point doesn't stand whatsoever. Owlman was created to be a direct parallel to Batman. His existence is literally the answer to the question, "What if Batman was evil?" I have no idea how this is flying right over your head.
