That second guy moved faster. Deathstrokes feat might not even be due to speed but due to stealth. Characters in arrow pull a houdini/batman vanishing type act all the time its not that impressive. Its why when vigilante and vandal savage fell off the building they were gone...Deathstrokes feat could be more about blending into shadows and being stealthy than it can be about speed for all we know due to the way the scene was edited (camera shows Slades sword move away from blood, than pans to the room and Slade is gone).
In that second gif we see a clear representation of speed and we see the movements before our eyes (well we see a blur, really the guy in the second gif is actually moving to fast to perceive).

Because it's not consistent with how he's portrayed in every other scene since becoming DS, Stealthwise is feasible (but even then I'm not sure Slade was established as a stealthy character in comparison to people like Oliver).
