So is Cap. Doomsday is certainly a very powerful and amazing character but once we really start comparing them you can see immediately that Cap is superior. Doomsday was able to defeat Solo Force Statue Hax Superman but firstly this is the only opponent that Doomsday defeated. And secondly there are a couple things to consider.
As you can see Doomsday ultimately defeated Superman however you should consider that had the high ground when he did so. As we all know this massively increases an opponents capability.
Cap on the other hand does not require the high ground to beat an opponent. As you can see here he initially has the high ground on Bucky but instead of one shotting him there he puts him in a hold that had Bucky above him, just to prove that he could defeat him without the high ground.
And as you can see here Cap is curbstomping Thanos while Thanos has the high ground and multiple Infinity stones.
The final thing to consider is the fact that while Doomsday was able to defeat Superman, Superman was also able to actually kill Doomsday with the glow stick of destiny. The same glow stick of Destiny that housed the Mind Gem. And as we know from the Gif above Cap>>>>>>>>Thanos+the high ground+two Infinity Stones. Steven is far above just one Infinity Stone and would never be killed by such a weapon.
This thoroughly proves that Captain America is superior.

I don't think I'm lowballing Arrow. I mean I will concede that current post Al Sah-him Oliver would one shot Cap. Cap was only ever really even remotely close to pre Al Sah-him Oliver who was a high level fodder wrecker who could take out large quantities of trained fighters without being tagged. Unlike Cap.
Current Oliver is simply the pinnacle of beyond omnipotence. None can challenge him.
