@rebake: it's never said if Hulks strengths increases with anger in the MCU and hes been proyrayed pretty consistently hes always been stronger than Thor and has way more powerful stroking power Thors only advantage is his energy projection
How do you explain the Abomination fight then? He clearly became stronger. MCU Thor sent Hulk flying back even though Hulk was charging forward, basically more than canceling Hulk's momentum. Then Hulk gets very angry and you see it on his face when he catches a two arm hammer strike from Thor using one hand. Hulk gets stronger, just not to the point his size changes. He also becomes weaker when calm. He took many punches to the face from the Hulkbuster when enraged, but was one-shotted when he was calm. Since his strength is amped slowly, being angry at seeing guns pointed at him did not amp him enough to take a Hulkbuster punch to the head that wasn't even like the one Hulk took earlier where Stark used all the momentum in his suit to strike him. There is little evidence that Hulk's strength levels are the same at all times.
Thor was never much weaker than Hulk and gave him plenty of trouble without lightning in the arena fight. When amped with lighting, he could hit harder than Hulk. That's why he could possibly take down a Leviathan with a punch. Thor actually sends Hulk flying just like Hulk sent Thor flying with a hit from the gladiator weapons. Thor's punches to Hulk's head, chest, and back hurt Hulk the way someone would be hurt if hit by someone around the same weight class, and it clearly worried Grandmaster that Thor was able to compete with Hulk physically. They are on the same level physically, at least initially. It's Hulk's ability to become stronger that puts him above Thor in strength. Thor's about as strong as a nearly calm Hulk, or base Hulk, which smashed the Leviathan in one punch.
