Reverse Flash is technically the smartest, and shouldn't Abra Kadabra be on the list?
Just because he has 64th century technology doesn't make him smart in my opinion
Why the hell isn't Malcolm Merlyn on this list?
Seriously, Legends episode 10 basically just confirmed that Malcolm is more cunning than Thawne. There's great tension among the Legion of Doom, but every time Thawne wants to kill Malcolm, Malcolm finds some reason why Thawne can't. He just trapped, manipulated, and then thought of a way to rescue Thawne from the Black Flash, when Thawne was utterly hopeless and scared shitless. Damien helped Malcolm, but Malcolm was also the one who first realized Thawne's untrustworthiness and had to persuade Damien to join him. Malcolm is the only villain who has played every single side at one point, pits mutual enemies against each other, and almost always comes out of the season gaining what he wanted in some way. He's more dangerous than Damien too, which is saying a lot for a 200 year old supervillain who has eluded Ra's al Ghul for decades (who Malcolm has also manipulated several times) and literally came this close to destroying the entire planet.

Uh oh.
@endrit17: Yeah but if he's from that time we can assume his school's teaching standards dwarfs ours. It'd be like comparing an ancient Greek's learning to ours
Prometheus is 10 steps ahead of Eobard and he doesn't even know what game they are playing.
