The obvious answer is IG Thanos. Really anyone in the MCU with a physical body that can be acted upon Thor can probably pierce.

@luminoushydra: There's practically nobody in the MCU that Thor can't tag, except Dormammu because his body is made out of the folded space in the mirror dimension. Stormbreaker will plough through any energy blast or barrier in its path. A lightning bolt is too fast for anyone who is not at least a bullet timer to react to. Even against a speedster like Quicksilver, the shockwave from his lightning-powered hammer strikes has too large of an AOE to be dodged.
