Who is the most intelligent Arrowverse character (besides The Thinker)

Now, it's been made abundantly clear that The Thinker is the most intelligent Arrowverse character, but who is number 2? I would like to know who should be considered most intelligent.

I’d say Wells.

Thawne. Maybe current Wells.

Obviously there are many different ways of being intelligent. I would think that several Arrow big bads like Slade Wilson and Malcolm Merlyn easily compete with Reverse Flash in the end, and that means Oliver Queen beats them all in most realistic situations.

If we're talking, like, chess or just book smarts or something, then yeah obviously he isn't gonna compete. But Earth X actually proved this interpretation as correct, because it was Oliver Queen as the Fuhuer (spelling??). Reverse Flash was right there, taking orders from Queen, and whether he liked it or not, he mostly had no choice.

Also the fact that Merlyn and Damien Darhk created a situation where Thawne was literally begging them helplessly to save him, which they did quite easily, further indicates that Thawne's future super brain doesn't automatically make him the best. Suffice to say, he has a lot of character flaws, and a lot of shortcomings compared to his Arrow counterparts who are generally more creative and resourceful (because they have no deus ex future tech or macguffins to rely on).

Honestly I'd put Thawne closer to Vandal Savage then Slade motha Wilson and Malcolm the Magician.
