I personally think Muerem and Pain are the best written villains in terms of character devolpment. As a pure villain through and through I think Aizen and Stain are really interesting and enticing villains with understandable motives.

Toguro, Pain, Cell, King Bradley, and Ulquiorra are my personal faves.

I'd say Stain but I don't think he's a villain, he's more of an anti-hero.

@ultimatesage: meh I'd put Madara on like a misguided anti-hero list rather than a villain list, just being an antagonist doesn't really make you a villain.

In what way are Char's motivation unusual? His motivation is just good old fashion revenge against Zabi family for assassinating his father

Contrast Char Aznable with countless other (not as well-written) villains , who simply appear out of nowhere, then announce their trivial 'evil' goals right at that time they are introduced, and thus take away any sort of suspense and emotional concern (for the villain himself) from the audience.
