@escrow: My thoughts exactly! He's a ninja in name only, Batman actually operates the way a ninja does.
@aldoronthegoat: Batman's batarangs are pretty much his shuriken, he uses a grappling hook, he sticks to the shadows and generally takes a stealthy approach, he uses smoke bombs and is actually trained in the arts of ninjutsu. He sounds more like ninja to me than, well, Naruto with his rasengan and fighting in the open.
Naruto obviously leans heavy into the mystical, fantastical aspects of ninjutsu. Batman may be trained as a traditional Ninja but his moral code makes him more of a samurai as opposed to a pure Ninja. Truth be told neither one is a pure ninja. Ninja's are suppose to be sneaky sneaky stab ya in the back in the dark. Batman dresses like a blue and grey bat but at least he adopted the shadows, and Naruto is brighter then a pride parade. Storm Shadow and Snake Eyes are better ninja

Batman certainly has practiced proper Ninjutsu much more than Naruto has.

he did sneak into the Hokage Room and steal the Forbidden Scroll......undetected(for the most part)

Its been a long time since we seen Naruto show any of the methods as a ninja. Batman shows it every day. Batman of course.
I read ninjas are more like spies and assassins.
They wear normal folk clothes (merchant, peddlers, farmers, beggars, travelling monks) to blend in easily with the population.
the "traditional" ninja clothers were base on the props man attire use in Japanse Dramas and puppet plays.
Naruto may fit in just okay in some typical normal community situations (even though a bright orange jumpsuit would still seems out of place in most situation).
I don't know if Batman will, with his cheesy ass costume (unless of course he was sent to spy on some comic convention or cosplay event).
Skill-wise Batman would be your traditional spy/assassin.
Naruto would be more like a strategic weapon of mass destruction (would still be serviceable for spying and I would say more effective for assassination)

Yeah but I kinda realize just now that Bruce would be a poor assassin since he doesn't really kill people.

Batman.
On a daily basis, he operates like you would think an actual ninja assassin would - silently, under cover of night (most of the time), and dressed for maximum stealth (in darkness). His vanishing skill is also second to none. Seriously, no character comes close to him in that regard. He even regularly uses ninja-like weapons such as Bat-shurikens, smoke pellets, and grapple hooks.
I like Naruto, but for the most part he is a ninja in name only.

@yassassin: To be fair the first few chapter did involve stealth with Naruto stealing the scroll and Mizuki fighting with ninja tools, the 9 tails stuff and summons was mainly just cover pages and flashbacks
They're both horrible ninjas.
Batman is public knowledge, and everyone knows he exists. He is only a ninja in the sense that he's good at the disappearing act. His code against killing specifically prevents him from engaging in things like assassination, and malevolent subterfuge.
Naruto is just a mage who wears eye searing orange, and calls himself a ninja. He does however have no qualms with murder. However, once again. He's a public figure, and the leader of his village. Now as hokage he has no choice but to stand out.
A real ninja is nameless. Faceless. They have no past. You never see them coming. They are loyal to their lord, and act in the shadows. They are willing to commit any atrocity for their master, and their only code is that of victory at all costs. Most importantly of all? You don't know they exist. They are not just invisible. They are nobody. They are tools. To be used, and then discarded at the discretion of who they serve. They are not a symbol like some sort of vigilante tries to be. They're phantoms.
Ghosts.
@namelessmonster: How is Batman far from the concept of a ninja? He does the exact same things: stealthy, throws shuriken (batarangs), uses smoke bombs and actually does ninjutsu.
