Going with... Dr. Doom, just because he's shown up as a villain in just about every Marvel hero comic at some point. His powers are impressive, he's got a ton of dough, smart AF, and he kicks ass just bout everytime. Plus, he's got a high W streak for a villain.

Gotta Go with The Joker. I'm assuming we are talking about comic book super villains.
I pick him because he's the most iconic, just as iconic as many super heroes, one of the oldest villains, he's easily recognizable by people who've never read a comic book. My parents are in their 70's show them a picture of Caesar Romero, Jack Nicholson, Heath Ledger and Jared Leto in Joker make-up they'd say "That's the Joker" or they'd say "Is that suppose to be the Joker"? Show them a picture of Green Goblin,Doctor Doom,Magneto,Lex Luthor, General Zod, Ares,Red Skull etc. They would not have a clue who they are or who are they suppose to be.
Joker. He's clearly a villain unlike Doom. He's iconic and the antithesis to everything Batman represents. He's accomplished more to his supervillain resume than any other by making it personal, and he even has Emperor Joker feats if you consider that the basis for success.
When I made the topic, I meant comic book villains, but I'm okay with Vader being in this. Vader would probably be my 2nd, behind The Joker. Lex Luthor coming in third. Magneto, Dr. Doom, and Sinestro as honourable mentions.

his personality, hes alpha, hes just pure evil and badass. all those villains you named arent even truly evil
@babydarkseid: Yeah, they're not traditionally "evil" but they have character Arcs and unique personalities. Isn't Darkseid's just cookie cutter evil warlord personality?
