yeah i also heard he killed a guy with a toothpick though a window a 100 yards a way

Hawkeye was strapped to a chair, all he could move was his wrists. He managed to rip his finger nails out on the armrest of the chair, and launch them (flick them) at everyone in the room, he killed them all except for the person that he had untie him. This was in Ultimates 2.
Overall: I have to give credit to Bullseye. He can use ANYTHING in ANY situation as a deadly weapon. He can kill you by spitting a straw, kicking paper garbage, throwing a paper clip. It's one thing to be deadly accurate with guns or arrows or special equipment. All of these characters can hit seemingly impossible targets, but Bullseye's accuracy is so great that it makes any object deadly.

Well, no one (not even Taskmaster) beats Bullseye's accuracy, but you could say Galactus because his eye blast can blow up a planet and that beats anything Bullseye can do. Still, I'd say Bullseye.
