I really think Joss Whedon doesn't get the credit he deserves nowadays. Certainly the lukewarm reception of Age of Ultron plays a big part in that (and that Justice League failure but that doesn't count here) but for me the first Avengers is easily enough to put him in first place.
Focusing purely on directing (thus leaving out the writing) I don't see anyone coming close to the masterful staging he did in the first Avengers. The battle of New York alone has arguably more standout scenes from a directing standpoint than any other MCU movie as a whole: the famous 360 shot, the tie-in shot that includes all 6 heroes while in different areas seemingly in one take or that slow-mo shot of Thor and Cap throwing hammer and shield are unparalleled examples of comic-to-film.
And while not reaching the same heights Age of Ultron has great scenes, too, like the long shot of the whole team resulting in a freeze frame (resembling a comic panel) at the beginning in Sokovia or the shot in the church from the final battle.
As good as the Russo films are, they lack really outstanding cinematic scenes. Thor's arrival in Wakanda for example is great, but not because of outstanding directing. Same goes for the most epic scene in Endgame which is epic just because of what happens in it, not because of how it is directed.
