Christian Bale, he was the best at portraying emotion and he properly displayed what Batman should stand for (which matters more than being badass, vicious and having a more intimidating voice). Even if I don't 100% agree with the way he was written, his character is one I can proudly call Batman and Bale is a big reason for that.
None of the 89-97' Batmen clicked with me, never a big fan of those films either. Affleck did a fine job but wasn't given much good to work with (his performance is still vastly inferior to Bale's, and I don't think he had the potential to be better than Bale either). Love Adam West's Batman, iconic and a joy to watch, no complaints for him. No complaints for Mazous' Bruce either, he did a fine job and is one of the most talented child actors I've seen.

It's fun to see Adam West, but for Batman and Wayne to be taken seriously, Bale was the best actor.
I have a strong aversion to Keaton as Batman or Wayne, for some reason. I can't quite put my finger on it, but he just doesn't come across as portraying either character well.
Clooney...all I can say is nipples. That ruined everything about the movie for me.

Bale was the best Batman and the best Bruce Wayne. If you have to separate the actors and give one actor the title of Best Batman and another actor the title of Best Bruce Wayne, then you have an actor who did not portray the role, even though it was two characters, very well. Bruce Wayne IS Batman, and so any actor who takes on that role must be good enough to play both personas as though they are Bruce Wayne who happens to have an alter ego. All the answers that name two different actors are a massive fail.
CHRISTIAN BALE FTW.
For me, it's still Bale. Great performance, great writing. Affleck comes second, Keaton third.
There's a chance Pattinson could overtake though.
Also, unpopular opinion: I don't really love Kevin Conroy. I've always thought his voice sounded too kinda theatrical and *big*. For animation, Bruce Greenwood is easily my favourite.

David Mazouz was great in what I saw of Gotham and I might agree if I saw more.
I think it gets overlooked because Gotham isn't as popular in the wider Batman fandom, which is kind of a shame because even though the show is flawed, David's performance is really good. You see him start from the scared, naive kid when his parents get shot, and slowly develop all the traits and skills that eventually lead to him becoming Batman. And it doesn't feel contrived.

He was great casting from what I saw. Also Camren Bicondova as Selina. She might be the best Selina casting as well. Again, I need to see more.

I've preferred Greenwood's voice to Conroy's for quite a while tbh. Though I like Bader's voice a lot too.
