Cap has beem shown as a badass on many appearances rather than only one like Strange . But I think Tony >>>>> Strange on IW against Thanos and arguably the most badass of MCU .
Dr. Strange single handily saved the Earth, sacrificed his very existence for humanity, got an ancient evil to rage quite and give in to his demands all in one sitting. He makes Steve look like a joke.

@supermanthor: He is more badass than most superheroes and yet rarely takes any credit while protecting everyone. That's one of the reasons why he is such an excellent character.

He has went toe toe with Tony, Ultron, and an elevator full of roided up Shield members. He ran head first into a wave of outriders, and above all ran up to the mad titan, who was wielding 5 infinity stones, stared death in the face just to stall him an extra 5 seconds to give Wanda time to blow up the mind stone. As impressive as Strange is (and dying many times to force Dormmamu to give up is proof of that), Captain America often does not have another trick up his sleeve to get out of a situation and he never has the assurance he will make it out of a situation and things will be alright. He fights and puts his life on the line anyways regardless of the cost to himself. He went up against Ultron, Loki, Iron Man, Corvus Glaive, and Thanos solo with no hax powers or abilities and low chances of victory. As for combat, for a while, he was going on missions completely unarmed and broke other heroes out of a high security prison solo and without a shield. As for respect, he is also highly respected among other heroes and is someone who will lead from the front, often going in first in a mission or charging at the front of an army. He does not have anyone do something he wouldn't do himself. Strange does have a feat of sacrifice that rivals Cap's sacrifices, but Strange went from very selfish to being willing to sacrifice his life many times over for humanity and Cap made sacrifices consistently throughout his career despite the permanent losses and mental pain it brought. I'd argue Cap would do the same as Strange for humanity if he had the ability to use magic and faced Dormammu with the same trick in mind. While I do believe Cap has the edge, Strange is not far behind at all. I can totally understand choosing Strange due to his bargaining and willingness to watch millions of losses against Thanos. But Cap does what he does with far less of an advantage of reality and control over fights. He just goes and doesn't hesitate or stop to think about the cost to himself.
