Quill wasn't awakened yet.
The stone being in a staff does not mean it has to be held in a staff. No reasonable person is going to think that Ronan can hold it and a Celestial cant.
Carinas race, Krylorians, have no feats.
Ronan is Kree, and while they are pretty tough, aren't anything particularly special.
I would say anyone Aquaman and above should be fine.

Your premise is who can hold it... So you take the weakest person that survived it, which is Ronan, and translate that to the DCEU. Anyone Aquaman or above is fine.
cyborgs is 99% non-organic on outside so he could probably absorb the stone into his hand canon and use it

Ronan is no joke though. He does not seem to be necessarily weak. He was able to almost kill Drax (who no selled crashing through forests fast enough to destroy the Guardian's ship.) He should be at least comparable to Wonder Woman.
Putting Ronan and WW in the same sentence is completely and utterly ludicrous. Get help man.

That line came from a GOTG1 Gag reel where Quill said "You may have Celestial blood, but do you have moves like these? Dance off bro!".
Specifically cut out of the movie. No guidebook says he has Celestial blood.

Doubtful. We saw in GOTG1 that Ronan sleeps in the blood of his enemies. We saw him crush the head of a Xandarian and drain into where he sleeps. He doesn't do it for power or some sort of effect. He is a fanatic.
Even if it did, its a unknown effect, from a unknown Celestial. Almost certainly has less of an effect then having Celestial blood running through your veins.
Also, to be clear, the same exact "data entry" that says he sleeps in Celestial blood says that the Hadron Enforcer destroys moons. It wasn't even room level, so any data entry needs to be taken with a grain of salt.

based on the implied power the old gods have, such as creating the human race, creating the Amazons, the atlanteans, the island of Themyscira with only a drop of their power, one-shotting the unity, they would hold and snap with the full gauntlet for as long as they want to.
