Leaving aside that it’s unclear whether Marvel considers anything Starlin wrote in the last twenty years as canon, it’s notable that Starlin disregards basically everything that defines TOAA in his representation of the character (with a different name, at that!) in his Thanos trilogy.
If TOAA is not omnipotent in the Marvel multiverse, it necessarily implies that it isn’t above all, because it means there’s something more powerful than it. It becomes silly.
The simplest explanation is either (a) TOAA lied to the Tribunal to manipulate events, which it has been shown to do with others, or (b) this is just an aspect of TOAA and the Tribunal in a particular universe (not 616, which is stated explicitly) where TOAA has experimentally limited their aspects in that universe.
Presence as omnipotents are suppose to be all powerful but Superman exists.
