They’re both just sad to me, granted I haven’t read many Batman comics so my knowledge is only from the few I’ve read, the Arkham games, series and other media. Crane is some weirdo who likes the seeing the effects of fear in people but Nigma is pathetic in a different way: his constant need to justify in his mind why he’s intellectually superior to Batman, the insecurity, the narcissism, it’s almost surreal.
