Pretty much, anyone that is above MCU Jessica Jones in strength, he's literally human weight. Thor being strong has nothing to do with how much he weighs.
Unless you mean actually subdue him enough so that he can be ragdolled? Which is a dumb question tbh, it's basically who can beat MCU Thor.

@the_hajduk: The whole point of scenarios usually indicates that characters won't fight back, otherwise it's literally just a battle with a specific win condition. I even pointed that out, did you not read what I said?

JJ and above can ragdoll him, though it'd take someone atleast as strong as Kurse to actually hurt him significantly
Anyone with hands as big or bigger than Gorilla, and 5+ ton strength
Edit: Not 5 tons, but 30-40 tons to break concrete like that
@the_hajduk: No one in the MCU, Thor included, has the immovability that DCEU high tiers have, so I wouldn't consider staggering or ragdolling Thanos or Thor a feat for anyone above peak human. That doesn't mean their less durable but they can easily be moved
@kryptonianking88: When are DCEU high tiers immovable? I remember Superman getting hit with the Batmobile but that’s it. I remember multiple Kryptonians being moved by bullets.
It would take 30 tons of force to break the concrete on the floor like Hulk did . So , I think anyone above Cyborg and Spidey can do it. Luke Cage can probably do it as well because though he his feats are nowhere near this , he did almost all of those with utter ease. There is also the fact that he took a direct hit from Iron Fist who wrecked a steel door and an entire building floor.
@the_hajduk: The Capital explosion is the only one I can think of rn, but I'd argue even Luke Cage has better "immovability" than Thor since normal human hits don't even move him while Thor gets moved by rubber balls or fodder aliens
