Civil War>>Thor Ragnarok>>Black Panther>Spider-Man: Homecoming>>Doctor Strange>>Guardians of the Galaxy.

I enjoyed the action in all of these though.

Isnt infinity war and ant man and the wasp part of phase 3?

If your MCU movie doesn't have an airport battle with like twelve different superheroes....you don't have the best action in Phase 3.

Civil War and Doctor Strange both had great action. The rest were inconsistent. But I'm sure Infinity War & Ant-Man and The Wasp will have great action.

Civil War is probably first, but don't underestimate Doctor Strange.

I think you all are forgetting how incredible the Ancient One's opening sequence was, not even counting the Kaecilius vs Strange fight in the Sanctum, the warping and bending cities sequence, the time reversal scene and the Dormammu scene.
