This is all things considered; from effectiveness, use in a battle, potency, ability to turn the tide, etc

koto by a huge margin.

koto completely takes control of the opponent while tsu only effects the time and space of what the opponent is feeling.

What would you rather have?

An incapacitated enemy

Or an enemy turned into an ally

Okay, I think tsukuyomi is being underestimated a bit here. It doesn't just incapacitate, it can also kill if itachi so chooses. He has killed two people with it: his girlfriend and his uncle. Kakashi didn't die because itachi didn't want to kill him and sasuke broke out of it because itachi weakened the genjutsu significantly.

I initially also thought kotoamatsukami is the better genjutsu until I noticed its flaw. If the victim notices that koto was used or if others were around to tell him about it, kotoamatsukami would be seemingly dispelled or at the very least its effect would be drastically reduced. This is shown with mifune.

@joshtaku: There’s a theory that Danzi actually uses Koto on Ay and not Mifune

@ckarma: And what would that theory be? Just curious to hear. If it's only a theory though then it won't have any bearing or weight in this discussion.

@joshtaku: Raikage was the one acting rash and sort of out of character not Mifune, leasing Mifune to choose Danzig logically.

@ckarma: Interesting theory but I find it highly doubtful
